Dear Sir:

On Earth date 2 Feb 2365 a recon flight of two Raiders, in Cardassian territory near the border of Breen space, were following a Cardassian frigate. Near the asteroid belt of Forgen III the Cardassian frigate reduced speed and stopped necessitating that the two Raiders find shelter in the belt to avoid detection. Within a few moments a Jem’Hadar ship also appeared on scene and dropped its shields. Two Breen ships then de-cloaked. As neither the Cardassians nor the Jem’Hadar raised shields, it became obvious that this was a prearranged meeting. After several encoded messages were exchanged the four ships proceeded on impulse power into the H’Tenil system.

The Raider risked powering up to scan the planet as it coasted by. It was immediately detected and pursued by the Breen and Jem’Hadar ships. Broadcasting, on a sub-space tight beam all information gathered, the Raider was able to relay this to the second Raider before it was destroyed. No search was initiated, so it was assumed the transmission was not detected. The second Raider remained in hiding until all four ships left the system. The coded transmissions have been broken and all information analyzed by both the SSD and SOC. [Subsequent investigations have yielded only circumstantial evidence, but the implication can not be ignored.] This meeting was one of many and it is evident that the three powers have formed an alliance or will in the near future. The only reasonable conclusion is that this is one of the first moves in an, as yet, undeclared war. SOC Operatives were instructed to monitor the Breen for any signs of military build up. They have reported increased purchase of raw materials and certain technologies which point to an increase in ship and weapons construction. The SOC also noticed a curious and seemingly counter siphoning of materials away from the conjectured war effort. The most likely targets of any war in this quadrant would involve the Federation and/or the Klingon Empire and/or the Romulan Star Empire. It was of intense interest that we found a significant amount of war material going away from likely areas of combat. No combat ships traveled in this odd direction, only supply and engineering vessels. These proved easy to follow undetected.

Whoever wins the coming war will be weakened and vulnerable to another large scale attack. This I believe the Breen are counting on. It is likely impossible that our forces will be able to avoid the coming conflict and I think we should not try. However, it is my recommendation that we follow the Breen example. We must insure that what ever the outcome, we will still be able to protect and defend that which is precious to us. A safe haven for displaced refugees once the war has begun and a place for a reserve Maquis force are vital if we are to survive beyond the coming conflict. Two recommendations are offered for your consideration:

  • Pacifica Sector; System K3490 contains a Class K Orange star. The forth planet in orbit around the star is a Class O Pelagic with 80% liquid water. Both the Star and the planets in this system are a good source of raw material. While the location on the border of the Alpha and Beta quadrants make travel to and from this location risky, the advantage of natural resources is very appealing. Another possible yet unlikely advantage would be the possible discovery of lost Tkon technology in this area. Aid from the Klingon Empire would also be more feasible from this location.
  • Black Cluster Sector; System O5621 contains a Class O Dark Blue star. The Second planet is a Class S Ultra Giant composed of gaseous hydrogen and hydrogen compounds. The Dark Cluster in proximity to Deep Space 3 is largely unexplored making detection of any facility unlikely. Constructing a facility within the Gas Giant make detection even more unlikely. Natural resources within the system are poor and it is unknown what resources can be found elsewhere in the Cluster.

Historical note: 2373 was the year that the Cardassians officially formed an alliance with the Dominion and the year it was reported that most of the Maquis fleet was destroyed by that combined force. This leaves open the possibility that some survived, perhaps a reserve force in a secret location...




After Action Report
Incident Date: 2 Feb 2365

Reporting Officer: 2nd Lt. Brian Murphy

On the above date, two Raider crews were on a routine recon mission near the Cardassian/ Breen border following a Cardassian frigate; Capt. Orre B’Niol was in command, his co-pilot was 2nd Lt Jessica Jof. Normal procedure would have had us discontinue our recon of the frigate when it crossed into Breen space; however the oddity of the heading seemed enough to keep up surveillance a little longer. Capt. B’Niol ordered the mission to continue. At warp 5.5 it was only minutes before we reached the Forgen III region where the frigate dropped out of warp and stopped. We entered an asteroid belt just within sensor range of the frigate and continued to observe. This was 0233 local time. At 0237 a Jem’Hadar ship arrived on scene and stopped within transporter range of the frigate and communications were established between the two. At 0238 two Breen ships de-cloaked, also within transporter range of the Cardassian and Jem’Hadar ships. Shields were not raised by the Cardassian or Jem’Hadar ships when the Breen appeared and communications between all four ships was then began. This by itself justified our decision to continue the mission. At 0342 the four ships powered up to impulse power and left on a heading that would take them to the H’Tenil system. The probability of discovery if we followed the four ships into that system was very great. Capt. B’Niol decided it was worth the risk. My co-pilot 2nd Lt. Harley Downs and I remained in the over watch position within the belt while Capt. B’Niol and 2nd Lt Jessica Jof went to full impulse power for two seconds then went to minimum systems power, coasting in system. This seemed to be working, as Lt. Downs and I watched and recorded, because we saw no overt move that would indicate otherwise. As Raider 1 passed the four subject ships orbiting the fourth planet in the system Capt. B’Niol powered up and scanned the planet. The two Breen and the Jem’Hadar ships immediately powered up and gave chase. Raider 1 relayed scan and communications records to our ship on sub-space tight beam as they went to full impulse and attempted to out run the pursuing ships. All three ships fired upon Raider 1 numerous times and missed due to the evasive maneuvers of Raider 1. Using the sun to sling shot the Raider to greater speed, Capt. B’Niol was able to gain distance on the other ships and we had hope that Raider 1 might make it to Warp. A third Breen ship appeared on scene directly ahead of Raider 1 cutting off that avenue of escape. Turning his ship 180 degrees and heading back toward the three pursuing vessels, made it impossible for the new ship to fire without hitting the three. Raider one then made a feint to starboard causing the three to split and then went between them; in the confusion the three momentarily fired upon each other causing severe damage to one Breen ship. Raider 1 however caught a direct hit from the Jem’Hadar ship and was destroyed. No search was initiated after Raider 1 was destroyed leading us to believe his transmission was not detected. We remained in hiding till 1230, 3 Feb. Upon returning to the MFS Kalashnikov, 0455, 5 Feb, all logs and recordings were turned in to Major Payne, the Intelligence Officer.

On 21 March 2365 funds and authorization for Project Phoenix will be available to your office. Three other potential sites were considered in addition to the two you recommended; the Pacifica Sector site was chosen in the end. As I am sure you are aware, debate over this project was particularly bitter. Many on the council felt any allocation to a reserve fleet was a retreat from our sworn duty to defend against Cardassian oppression; a compromise was reached never the less. The construction will be spread out over the next six years instead of the three you proposed. The housing of possible evacuees will be the first of three building phases. No ships will be transferred to a reserve force during the first three years of project Phoenix. No decision as been made as to the final numbers in the reserve fleet. It is further ordered that the SOC become involved with this project. The Pacifica Sector was chosen because of its proximity to the Klingon Empire and Romulan Star Empire, both of which have approached us with offers of aid. Please forward your recommendation for project leader to this office ASAP.
