The Organian Peace Treaty

A Review

During the course of this paper, we will examine several subjects. Who were the Organians? Why did they excommunicate their strict rule of non-interference when dealing with the Federation and the Klingon Empire of the late 2260’s? What did the Treaty convey to the Federation and Klingon Empire, and what did it stop between the two close-to-war factions? Finally, what kind of peace did this treaty usher in for the two societies? These subjects will be covered within this treatise.

First off, let’s start out with who the Organians were. The Organians are a race of non-corporeal beings who reside on the planet Organia. For over ten thousand years, they observed a planet that contained a silicon based virus and the reactions of species who encountered it in an attempt to find a species with a higher level of intelligence. Among the species the Organians observed as they attempted to deal with this deadly virus were Humans, Cardassians, and Klingons.

In 2154, the USS Enterprise, under the command of Jonathan Archer, investigated what they assumed was a Klingon waste site on the planet previously mentioned with a landing party consisting of Commander Charles Tucker and Ensign Hoshi Sato. The two officers contracted the deadly virus while on the planet. Following their protocol of non-interference, two Organian observers watched the crew's reaction to the situation by inhabiting the bodies of crew-members, and subsequently altering their memories so that they had no recollection of the Organians' actions. One of the two observers (apparently the more senior of the two) felt that the Organians' protocols should be followed strictly; the other, who was impressed by the Humans' compassion, felt that the time had come for the protocols to be altered. The less senior being argued that intelligence alone was not a sufficient measure of a species' worthiness to be contacted. The senior observer initially occupied the body of Lieutenant Malcolm Reed, while his associate occupied the body of Ensign Travis Mayweather. All of the senior staff of Enterprise were possessed by the observers at one point or another. After a period of rapid deterioration, both Tucker and Sato died from the virus. However, at the moment of Tucker's death, the junior Organian inhabited his body and communicated his admiration to Captain Jonathan Archer who had become infected himself in an effort to save his crewmen. He explained his mission to Archer, who pleaded for the Organians to save his crew members – to experience compassion, not merely observe it. Although it was a violation of their protocols, the Organians complied and revived Tucker and Sato, as well as eliminating the virus from their systems and Archer's. The crew of the Enterprise NX-01 retained no memory of their interactions with the Organian observers. Before they left, the junior Organian told his superior that they should begin preparations for an official first contact mission, which they felt gave them only about five thousand years.

The Organians later took the appearance of a simple pre-industrial humanoid society for the purpose of interaction with other lifeforms. Based on the preliminary Federation surveys, the Organian society rated a class D-minus on the Richter Scale of Culture. When Organia was invaded by the Klingons at the start of the Federation-Klingon War in 2267, Captain James T. Kirk and his first officer, Spock, attempted to convince the apparently-primitive Organians to accept Federation protection. The Organians seemed completely unconcerned with external affairs, almost to the point of apathy. It was only when Kirk and Spock began conducting a guerrilla war against the Klingon occupation that the Organians abandoned their false humanoid forms and intervened, forcing an end to the interstellar war. They imposed the Treaty of Organia, establishing a framework for interaction between the two enemies, accurately predicting that, in time, they would eventually become friends. This event placed official first contact between the Organians and the Federation much sooner than the Organians had first anticipated.

The Organians demonstrated a number of abilities. At least one of them, Trefayne, was aware of events at great distances, reporting that space vehicles had assumed orbit about his world and that men had beamed down. Ayelborne was able to move through a crowded citadel without attracting the attention of anyone there. He was able to prevent the Klingons from returning to the Council chamber to search for Kirk and Spock, whom he had rescued from the citadel. He was able to appear in at least three places light years apart at the same time, these being his own world, Earth, and Qo'noS.

Kirk believed that the Organians made it possible for Spock and himself to enter the Klingon citadel in defiance of long odds against them. Collectively, the Organians were able to neutralize Starfleet and the Klingon fleet, wherever they were. As beings of pure thought, they are either immortal or extremely long-lived; Claymare commented that no one had died on Organia in "uncounted thousands of years".

It is unclear exactly what the Organians really looked like but they stated they had once been humanoid. They had developed beyond the need for physical bodies millions of years earlier and "that of us which you see ... is mere appearance ... for your sake". Two of them then disappeared, first passing through a state in which they radiated intensely bright light.

Organians consider intervention in the affairs of others to be most disgusting, but felt they had no choice when they imposed the peace treaty in 2267 – they simply could not watch idly as the Federation and the Klingons slaughtered each other and perhaps others. They find the discordant emotions of less evolved beings highly painful. As a gesture of hospitality to visitors, they create conventional points of reference – physical bodies for themselves, buildings, and other objects. In 2267, the setting they created was reminiscent of a primitive agrarian community.

Now we will review the circumstances surrounding the Treaty of Organia and why they imposed it upon the two nations. The Treaty of Organia, also known as the Organian Peace Treaty, was an agreement enforced by the powerful non-corporeal beings of Organia upon the United Federation of Planets and the Klingon Empire, ending the Federation-Klingon War in 2267. The treaty established a Neutral Zone between the two powers. A Neutral Zone is much like a demilitarized zone, such as between the Federation and the Cardassian Union of the 2280’s. According to the terms of the treaty, each side could lay claim to a disputed planet inside the Neutral Zone between the two powers, and was given the opportunity to demonstrate its ability to develop that planet most efficiently. Also, each side was granted the right to demand use of the other's shore leave facilities along the border. The Treaty of Organia was eventually superseded by the Khitomer Accords of 2293, which bore out the Organians' prediction that the Klingons and the Federation would one day become friends.

The Organian Peace Treaty was a peace treaty forced upon the United Federation of Planets and the Klingon Empire by the Organians in 2267 shortly after the outbreak of war between the two interstellar powers, which had resulted in the Klingon occupation of Organia. The treaty was agreed to under the threat of the Organians immobilizing both side's space forces if they did not cooperate - a power the Organians had already exhibited by disabling forces from both sides above, and on, Organia. In addition to an end to direct hostile acts, terms of the treaty included shared occupation rights. The Klingon High Council felt compelled to agree to the treaty under the Organians coercion, but were not pleased with the state of affairs and immediately began to formulate tactics to circumvent it; these included espionage, and the manipulation of the Romulan Star Empire into an alliance, in which they hoped to use to the Romulans to wage war against the Federation. Makrecha IV was one of the disputed worlds under the Treaty of Organia. A Klingon settlement existed there by 2285 and a Federation colony was established in that year.

When the Klingons began staging attacks inside a wormhole near the Neutral Zone in 2285, Admiral James T. Kirk wondered how the Organians could allow it under the terms of the treaty. Kirk investigated further, and discovered that the Organians were unable to enforce the treaty due to manipulation from the race known as the Excalbians. Once freed from Excalbian control, the Organians engaged the Excalbians in a battle that resulted in the two races leaving the material plane and the dissolution of the treaty.

After a period of continuing tensions between the Klingons and the Federation a new peace was established under the terms of the Khitomer Accords in 2293 which eventually lead to the two powers becoming staunch allies, much as the Organians had predicted, when they forced peace years before.

And now, in closing, we will review the exact Treaty of Organia as imposed by the Organians without negotiations on stardate 3199.5.

Section 1
This Treaty of Peace is imposed, effective stardate 3199.5, upon the Klingon Empire and the United Federation of Planets. All hostilities, both space borne and planet bound, between both parties and their respective allies shall cease immediate. All belligerent armed forces are, and shall remain, disabled pending the assent of all parties to this condition.

Section 2
Between the adjacent territorial boundaries of the Klingon Empire and the United Federation of Planets, there is established a neutral zone, seven point five parsecs in width in the horizontal galactic plane and to the galactic boundaries in the vertical galactic plane.

Section 3
All personnel and facilities of any kind whatsoever identifiable with either party shall be removed from the Neutral Zone no later than 500 days from the date of this armistice. No such personnel or facilities shall be re-introduced to the Neutral Zone. Any military unit intruding upon the Neutral Zone hereafter shall be immediately disabled.

Section 4
There shall come a time when the United Federation of Planets and the Klingon Empire shall be allies and friends, working together to advance the cause of peace and harmony. Until that time, neither party shall deny the other peaceful access to its bases or facilities within the Neutral Zone.

Section 5

We are aware that there are, within the Neutral Zone, many civilizations which could benefit from contact with the advanced cultures of the United Federation of Planets and the Klingon Empire. Therefore, Organia will permit such peaceful contact and cultural exchange. In each case, Organia shall mediate and award rights to that party which in our sole judgment shall be best able to aid said cultures.
