This page contains Standing Operations Orders applicable to all Cells, Units, and Members of MFI. Basically these orders comprise standard operating practices and policys of the Chief of Operations concerned with the day-to-day running of the organization. While the individual unit is still free to operate as they desire, these orders are strongly encouraged to ensure orderly interaction between cells and with the MFI mid and upper management. </center>

Greetings Fellow Maquis! I trust you all had a safe and happy new year transition.
A while back I issued a challenge to the members list to encourage everyone to take steps to bring their User and Chapter pages up to the current MFIwiki minimum standards. It is really easy to learn, especially with all of those willing to guide, critique, and offer assistance. Wiki is also generally forgiving too. The worst mistakes we've had so far just required some reversion to previous configs and friendly remedial hand slapping. It is really hard to do any serious damage <knock on plant matter> <GRIN>.

That said, I would like to issue the following COO Directives for the new year. As the middle manager leadership, I expect each of you to put forth your best effort to set the example for those under your supervision and then to follow that by encouraging your charges to follow suit. Once done, MFI will be all the stronger for the effort. My Four Step Initiative...<br>
NOTE: Later adjusted to include a fifth Ops Order.

Ops Order COO-07-001 - User Page Creation

Set the example by creating a User page that tells us something about your personna and your self. We do have wiki templates available to make it easier, however you are free to be creative (in good taste). I would suggest that you do stick to some sort of personnel file type format. Some existing user pages have been used as more of a storage area, without any sort of personnel file info--this is NOT preferred.

NOTE: You may create a storage/work area as a sub page to your user page. On your user page, in edit mode, type "User:Xyyyy/sandbox" and then highlight it designating it as an internal link. [X=your first initial as a CAP and yyyy=your last name, all in lower case. That is our MFI standard format.] Once saved, it will initially create a red link by that name. Click on that link will initially take you to an edit screen for the new page. Once you add your stored data/reseach/whatever and save it, that page will be created.

Ops Order COO-07-002 - Cell Page Creation/Update

If you are the CO of your cell [as most of you are], continue to set the example by ensuring that your own Cell page is properly wikified. We have far too many cell pages that either have never been created or have never been upgraded from the [now non-working] html cell pages of days long gone. It has been at least a year since we stopped supporting the old MFI html cell pages. This looks bad on MFI as a whole. Let's start off the new year by making things right.

NOTE: Some cells have html web pages hosted outside of MFI's servers. While you may continue to do this [though I do encourage you to "go wiki with it"], the CC would like to see at least a minimal MFIwiki cell page for each unit listing some basic unit/ship info, background, command staff, contact info, etc. The more wiki content the better. You may also make an external link to your non-MFI html pages if you wish.

Ops Order COO-07-003 - ZC Leadership

Once you have YOUR user and cell pages up to speed, use your leadership position to encourage the same from the other cells and users under you. Persuade, encourage, cajole...whatever you feel will work. Offer to help and guide.

Ops Order COO-07-004 - General Membership User Pages

Support the goal of getting EVERY MFI member who is web capable to create his/her own user page. Help our Family grow! Encourage involvement and contribution in the many offerings of MFI. We have a LOT of member potential and talent that hasn't begun to be tapped. Being involved leads to a more personal connection to MFI and ultimately, more FUN! We can do this if we all work together!

Ops Order COO-07-005 - Include COO in Correspondence

As COO I am responsible for the members of MFI. I answer to the COS, VIC, and IC. If any of you have a problem with a member or cell and you have taken the offer of the CC members open door policy, PLEASE--Please remember to add the COO as a copy recipient to your email. I need to know, as COO, the problems we face. You can expect the same level of discretion and confidence from ANY of our CC members. Please remember to extend this courtesy. Thanks!

Ops Order COO-07-006 - Recognition and End of Year Award Proceedures

As COO, I personally believe that EVERY zone should submit awards of some type. In the past, some zones had no awards submitted. I see this a potential blow to the Morale of our general membership. I know I would be disheartened to be in a zone that did not even have one award given.
In some years there has been a long list of missing zone inputs. Some zones had MIA ZCs. Other zones are very small in numbers. Some ZCs would never submit their own name and Unit for those awards. You all should know that as COO, I also receive a copy of every cell report submitted via the reporting tool in addition to the ZC. Thus I do have some idea of what is happening.
For the End of 2006 Awards: I created a list of possible zone award recepients and sent the list to the awards committee [contingent on the respective ZC not providing an input]. I also submitted names as needed for the overall awards [as our rules provide] and sent emails to Branch Heads and others recommending awards for their charges within their Branch. Some acted on my recommendations, some did not--their choice.
I do strongly recommend that ALL of our mid and upper management take every opportunity to say an encouraging word, thank those who help, and/or recommend awards or promotion as ofted as we get a chance. The "feel good factor" DOES add to our prime directive--FUN!

Policy

The COO's Office shall oversee the submissions of awards by Zone Coordinators. Every effort shall be made to provide nominations from each Zone if at all possible. The COO Office shall provide alternate award recommendations for Zones whose ZC did not submit awards nominations for whatever reason. If a ZC strongly feels that no one within the specified zone is deserving, that ZC is REQUIRED to report the reasons why to the COO. In addition, the COO is allowed to provide additional recommendations for the MFI level awards.

Ops Order COO-07-007 - Zone Coordinator Updates

Effective 15 Dec 2007
Whereas effective on this date the following Zone Coordinator changes are directed:

  • Zone 11 Force Captain Mack Howat is hereby relieved due to prolonged absence and lack of contact. Until further notice all Zone 11 correspondence shall be routed directly to the COO for action.
  • Zone 3 Force Captain David W. Ferber is hereby officially relieved as Zone Coordinator.
  • Force Colonel Larry Henderson is ordered to immediately take command as Interim Zone Three Coordinator. You sir are tasked with maintaining zone operations pending selection of a permament ZC3. More detailed orders shall be sent via secure channels.

The Chief of Operations congratulates FCOL Henderson in his new command. Maquis Always!

Whereas Maquis Intelligence sources have confirmed a massing of Cardassian Forces in a disputed region bordering Cardassian controlled space...
All Maquis cells, listening posts, units, ships, stations, bases, operatives, and other personnel are hereby ordered to immediately prepare for action.

  • This readiness exercise may transition into operational tasking at any time.
  • The expected duration of this exercise is anticipated to last no longer than 30 standard days and may be terminated sooner.

Units affected may include:

  • Naval (Fleet) - Support Ops
  • MFMC - Commanded by FCOL Marc Easterly - Planetary Ops
    • Ground Forces - Commanded by MEKK Commander COL Cary Griffin
  • SOC - Special Ops
  • SSD - Classified tasking

Whereas the threat identified by Maquis Intelligence sources has been mitigated...
All Maquis cells, listening posts, units, ships, stations, bases, operatives, and other personnel are hereby ordered to immediately stand down and resume scheduled patrols and missions at the pre-exercise/pre-operation level.

  • The operational tasking that manifested with individual unit assignments over Labor Day weekend resulted in a general success in keeping the enemy at bay.
  • The expected duration of the original parent order is hereby cut short effective with this order.
  • All participants are congratulated on your contributions. BRAVO ZULU!
