OK, as a beginning I have laid out a rough outline of topics I thought we MIGHT need to cover. Initially this is kind of "fill in the blanks". As we continue to flesh this out I expect that our outline may need to change a bit. As we contribute, I guess we can try tagging our contributions [if they are substantial] like this <steve>.

[edit] Possible Names for the Final Group

For a name, I'm thinking my prefs go towards simply the Honor Guard at the Zone/Branch Level. At that level is where we allow members to train and qualify for eligibility for the elite level. Membership at the elite level should NOT be a given but rather involve a selection board sort of thing.
The official name for the elites I think should be something dignified like the Red Shield Order partly in recognition of the special effort needed to get there. Beyond that, the primary reward for membership IS the honor of serving as a member. After all, this is supposed to be a service oriented special group. - <steve>


Interesting sooo if I understand right you take what we have for a plebe status and make it the 'regular' part of this group. And use the 'regular' toward another higher status for elite. Any thoughts to changing requirements for membership or should we keep them as is? I was thinking of a higher status award for those who are really active in this project, I mean its not totally out of the realm.Thoughts? not a horrible idea, sort of a take off on Rob's orginial thought I believe, though I did want to try to keep things simple. Here's a thought lets figure a name to call the overall special unit then we can sort out the particulars.Regardless even the lowest form of membership should mean something as Steve says this is meant to be a service organization.-CD-




My thought is that this will NOT be a department, branch, or even a division. If anything beyond its name, this is considered a Special Unit which transcends all Branches in fullfilling its assigned mission. - <steve>

[edit] Overview of Intent

It has been suggested we enact an Maquis Honor Guard in part as a visible sign of our clubs presence at conventions and other public gatherings. Others suggested such also for funerals and weddings [two very differing events LOL] Our tasking here for this project is to lay the official MFI framework guiding how such an honor guard might be established, presented, and maintained should such a need arise. Every effort MUST go into making this a position of Service and Substance reflecting high honors on MFI. This is NOT a flashy "Do Nothing" title for members to wear as a meaningless bit of Flash. Regardless of whether we ever have the need to activate this Honor Guard, our Purpose here is to have the "How TO" already in place. <steve>



[edit] Possible Missions and Uses

  • Honor Guards at Convention awards, Celebrity/VIP Escort, parades. -- <Paul>
  • Pretty much my thoughts are any event where an honor guard would work.
    • I define honor gaurd to mean a squad of 2-4 people who carry a combination of flags and honor weapons.
    • Escort Duty is defined as any event wherein MFI leadership(pretty much anyone on the CC or AC) who wants 'protection'.
    • I like the idea of Celebrity escort as well.
    • We could do protection of a 'Foreign Dignitary' (aka non MFI fandom leadership which we have a treaty or 'friendly status' with) whether at an MFI event or otherwise.
    • I figure we'll define possible activities more fully but I figure regardless of whether its a ren faire or a sci fi con as long as they are in uniform 'waving the flag' of MFI we should be doing pretty good.

  • CC member its connected to has direct command until there are ten members then a Commander of the Division can be pulled from one of those ten. Commander/Director etc position will always be a member of the Honor Guard first.?-CD
    • Well, I would say the VIC activates it but the assigned commander runs it.
    • I also think that the Commander does NOT have to be a member unless he/she plans to participate in guard activities directly. <steve>



I think that while the CC member in overall command need not be a member, if another commander is appointed they should be from the membership of the Guard I feel.-CD-

  • Overall Commander should be the Vice International Coordinator, a 2IC from the largest contingent of the Branches active in the Honor Guard. Each Zone should also have a Group Commander. <Paul>

Note: Entry is not automatic. Must be approved by Division CO (if there is one), the Corresponding CC member and the IC.
Requirements for Application:
Application must be forward by applicants superior officer(Chapter CO, Zone CO etc) with their reccommendation to the Division Head or attached CC Member.-CD
Must be a member in good standing (E.G No disciplinary problems or lapses in membership etc) for 1 year

Accepted applicates will be considered as having probationary or 'Plebe' status. At this time they would not be permitted to wear any MFI Honor Guard ribbons, patches or other HG markings.-CD

I like these requirements... while I do agree some allowances could be made for people who have been in MFI for a long time, like Gary or Rob for instance... in general, I agree. -SC



I believe the below is pauls this is stuff we can include in the manual its going be very hard to test people on drill and such beyond written test. Its not ideal but does anyone have any thoughts?-CD

Also must have 2 awards each of Community Service and Convention Service? This is meant to be an active division and this will help illustrate that. Anyone got any other ideas for entry requirements?
Normally those two awards only require the CO's verification for the amount of hours and the CO can change the number of hours needed (up or down) from the international default. I recommend that if a person wishes to be eligable for the Honor Guard then they need to submit documentation not only to their CO but to those in charge of the Guard program AND that it follow the international default hours (currently at 50 hours) - Logan

More thoughts-should we have two levels of membership? This seems a popular idea. If so what to call them and what will their requirements be?-CD


I've talked to some members of this committee and this idea seems popular so I will explain in detail here. If I state other that what some are thinking please post. The idea is there would be certain requirements that must be met to get a plebe/applicant/probationary member status. This could be all the academy courses or all courses excluding whatever we write up for this division. As well as the certain time of trouble free membership and the CO reccommendation. They would not be entitled to wear anything that would identify them as a member of this division until they meet the next set of requirements. The Division CO(If there is one) or the CC member this division reports to would assist as needed in helping them complete the requirements. We could set a time limit or not. Thoughts?-Christina


Here's a thought, Rob had an idea of having a cell level and a higher level. How about this, we create a ribbon or medal called the "IC's Own", pretty much you earn it by doing a certain number of events wherein you 'wave the flag' so to speak or do something at an event with MFI or allied leadership. and basically being super squared away. Its not a another official status within the group more like an unofficial 'high honor'. Elite of the Elite so to speak. Thoughts?-CD

Hahaha... cute idea, I do like it. Something like 'The Legion of Honor' inside 'The Black Watch' I think would be cool... again, that's just me though. -SC

We could write a manual for this division that will include items that we feel it important to know, once they have taken the courses that would pretty much be it. All new members could be considered Plebes until cerified as full members by the Commanding Authority. This will take as little or as much time as the member requires.-CD

Thoughts for a manual:
Drill and Ceremonies
Uniform and Appearence
The hows and whys of activating members for Escort or Honor Guard Duty(suggestion-members can activate themselves, they can have non members request them, or be requested by their Commander or attached CC member.?)
Code of Conduct
Keeping membership(I figure they will need to keep active within reason to maintain membership?)
Setup(example members that are still probationary are referred to as 'Plebes'. This is not a rank but a designation within the Division. Say no other designations other than 'Commander' of the Division?, though I suppose if we wanted we could come up with something for normal members, legionaire, spartan, Knights or something... *grin*).
Also we'll need to define where and at what events one can represent this division. Well more like a guideline for the types of events, I think we can each think of a few we would not want MFI's name connected too. There are a large varity of events that would work I think.

[edit] Uniform and Appearance


Here's the hard part, how do you standardize Maquis uniforms? I have yet to see an entire chapter dress exactly the same let alone an entire Division. So here are my thoughts. All uniforms(and appearence) in an honor guard or escort worn to an event should meet the following requirements.
We have rules regarding grooming standards (E.G hair must be neat, brushed, clean, can not be past collar etc)
We should also have rules regarding that all uniform items must be neat, in good repair. Should Define appropriate(E.G No Metallica T-shirts(just using as an example, I happen to like Metallica) Maybe have basic uniform rules regarding the broad base of what is acceptable (E.G 'Black Pants or proper Alien Costume')
All members of the Honor Guard or on Escort duty should be the same level of 'dressiness'(If one is wearing shorts and the rest pants, the one wearing shorts should change. All of course is subject to change due to medical conditions etc).-CD

Maybe we could actually make one of the requirement that they obtain a "official" MFI Maquis uniform. The one we had created early on in MFI's history. I believe Judy designed and created it. There are pics. - Logan

Hmm interesting idea, I actually haven't thought it. I guess I'm just used to the Maquis being a motley crew *grin*. Here's just some stuff to consider for it. 1-It is hard to make something for someone far away, I have friends who are seamstresses and it drives them nuts. 2-Not sure if Mrs. Davis would be willing to make them for the honor guard, we could ask I suppose or ask for the pattern. Thoughts?.
Also-Looking over the uniform page, there are 3 I think might work with this divisions multibranch nature, they involve all three of the Type 'B's with the black collar. I would think that an honor guard would go for the dressiest possible being what it is but perhaps those on escort could choose to wear the duty uniform? Thoughts? And would we choose the uniform or would they? A downside would be the added expense, I'm not saying its a bad idea after all it would look sharp but we should consider all sides.-Christina

  • <steve> - If activated, any Special Unit of this type will potentially become the focus of public and media scrutiny concerning who we are and what we represent.
    • Members MUST always keep this in mind, both on and off duty while activated.
    • We are NOT para-military and should downplay prop weapons in favor of emphasizing our fan based loyalties.
  • Definately will have one [code], items like praising in public and complaining in private, no lying, theft, some instruction on professionalism etc. After all not only will they be representing MFI but a MFI Division and should act accordingly. I'll think more on this-CD
  • Should we have rules for discipline for violations? - CD

[edit] Limitations of Authority

  • Defined as the things we can and can not do.
    • Unit is to render honor and appearances only-it is NOT actual law enforcement.
    • Unit has no more authority than any common citizen.
      • Possibly has less authority because the Unit represents MFI to the public.
    • Unit members should never speak for MFI in terms of policy or opinion.
      • Refer all inquirys to the IC, a CC member, or a pre-designated point of contact.
      • Treat all interviews as if they are official media requests. You never know...
    • Be clean, polite, sober, and well mannered at all times while representing MFI.
  • <cd had said> Not too sure what to put here but what I see for whatever Brass we have for this program, they will be responsible for:
    • Website updates and maintenance
    • Dealing with internal violations etc
    • Keeping record of members activity (require at least one Honor Guard or Escort Duty event a year?)
    • Acting as Instructor for any Special Courses created
    • Anything else? We should be clear beyond once a year or whatever our min requirements are for keeping membership, reports are not required. [Welcomed regarding activity but not required.] - CD

    <steve> - I would tend to limit any emblem to a single, simple design for the elite level only.
    • <steve> [UPDATED] - Perhaps a Red Shield with a black filled [deep space] Maquis Claw super imposed on the shield. Within the black space field, have three starbursts in an offset pattern. One large in Gold with two smaller in White and Red. NO TEXT anywhere at all--this is a group who need no explanation. Perhaps have a thin Gold stripe running just inside the borders of the shield if needed to give it a bit of visual zip.
      • Shield is Maquis Red, shape symbolizes protection and warriors.
      • Maquis Claw in observance of who we are.
      • Black space field symbolizes the vastness and infinity of space.
      • The Three Stars symbolize those who shine brightly in leadership and those who support and watch over them.
      • If used, the thin gold inner border on the shield might signify the sacred bond that binds us all together. [CORRECTION: Our prototype now displays a wide gold, metallic band to convey the strong bond]
    • <steve> Many, many thanks to Rob J for crafting our prototype design!
      • As I commented before, I truly believe that this logo needs NO text at all. The intent in my mind is for this to be an honor that is quiet and understated. The whole focus is supposed to be on the service being rendered by the HG members, not on bragging about being a member. In fact, if I had my way no one would be given the right to wear or display the emblem until they had participated and trained to some point beyond the entry level. Your mileage may vary...
      • The lack of any text can also support the concept of each HG member needing to memorize the meanings/symbolism of each varied part of the patch design. Such tradition is designed to further reinforce the focus on service and honor.

  • I think it's high time we paid some tribute to our namesake, who fought for freedom against the Nazis.
    • I think a french blue shield, bordered in gold surrounding a device consisting of half of the Maquis Symbol in red and half the fluer d'leis in yellow. (B.Gen. Paul Williams)
    • <steve> Paul's idea deserves comment. While I truly empathize with his intentions, I believe the WWII French Maquis are too far removed from the focus of where we are today. I do REALLY appreciate having another vision/viewpoint presented as an alternative design though...

CD: Boss I have some general ideas in this area !!

  • Uniforms, could be similar to the current uniform I wear.
    • Black unpleated dress/work pant, with red stripe and a black police/security guard uniform shirt.
    • White belt, white gloves, red and white citation cord.
    • If using phasers a white holster, or a sword to complete the look.-Paul

  • White is the usually accepted color for honor guards regarding belts and gloves, it would look sharp, thoughts? - CD
  • Badge, Glendale's has both enamel and cloth Honor Guard patches/pins which could be placed right below the seam of the arm. - Paul

      • Do you know what the url is for this manual? we'll need to review it, also does anyone know the rules for pulling from a government manual of that ilk?
      • I don't have a URL for the 3rd Infantry's Old Guard Drill Manual, however I've emailed their CO, requesting information on the topic. - <Paul>

    • <steve> I recommend we discourage any formal sort of "drill" at the international level. The logistics for regular practice would be almost impossible.

Most definately, some basic drill is needed though we can provide the information but it will be hard to make sure teams are looking and being squared away.-CD-

      • Simple drills for Zone based units MIGHT be possible. My pref is weapon-less drills.
      • We are NOT a para-military group. Despite our role-play personnas, this is a real Special Unit performing a real service. Weapons [even replicas] would only detract from the dignity and portentially cause concern in this post 9/11 age.
