	General Trentin Anara turned her XO, her lined face showing every one of her 42 years. She shouldn't technically be in the field. As an experienced General Officer there were other places for her but they had enough marine general staff coordinating this she wasn't vital there, at least in her opinion. Every few moments, he glances to the comms station, where LT Horner gives a slight shake of his head. Finally, after what seems like an eternity, the vessel gives a shudder as it's shields are modulated by a cloaked vessel bringing it under cover. "I HATE when they do that!" the Bajoran in the pilot's seat errupts into the beginnings of a rant before the Gorn and Human officers are able to subdue her tirade with a reproachful look.

		+	"Not to worry," Lieutenant Commander Korel Tan replied, ignoring the jibe about dinging the ship. "I have no desire to take the Liberty into a head-on with any of those Breen battle tanks. I'm perfectly content letting the ground pounders have their fun. The Liberty will just stick to providing fleet communications and fire support where needed."

		+	They went over the plan as they neared their destination. The Liberty, as a small but quick craft would act as support fire for the larger Maquis vessels. That was one reason why she was leading the 97th Marine Military Police Unit herself. Their 97th OIC was an amazing pilot who could make a ship stop on a bar of latinum if she wanted too. She would make the Liberty dance and the Liberty would need every step to stay ahead of the Breen. She was also forced to leave her OPS Chief on board, they had a good ops crew but the Chief was a whiz with communications and would be helping members of the engineering team hack or interfer with Breen communications even as engineering worked to keep the ship together. Everyone had a role to play especially the 21st Marine Recon Detachment, a small but well trained group that some on board had taken to calling “The General's Swiss Army Knife”, not that she got the reference but there it was.

		+	The 21st would scout out targets for the 97th to sweep in and deal with. The General nodded and the Recon leader one 1Lt. De'zart, a tall Half Klingon Woman in her own armor jogged to a console. She tapped keys watching the screen intently, “Nearing target...LZ A overrun..LZ B...Overrun...LZ C...acceptable.”

		+	“Go take a bath Lt...” The General said and De'zart's face lit up with a savage joy as she took in the meaning of 'go bathe in the blood of your enemies', Trentins way of saying she was clear to take her team and secure the LZ this one was near but not too near one of the main settlements where they hoped to find survivors and maybe a few prisoners for the SSD to poke at.

		+	The recon unit was off. There was still heavy phaser fire when De'Zart called up on the tactical comm unit, “Come on in the waters fine!”. With a grin of her own she gestured to the main body of her troops and looked to her XO one more time, “Good Luck..” She told her old friend.

		+	Korel shook his head, smirking at Trentin. "You're the one that's going to need the luck, Boss. It's not going to be a picnic down there," he trailed off, watching as the general joined the troops going down to the planet.

		+	With a nod she too was off. They arrived to find a dead breen patrol and members of the marine recon unit stripping their comm gear and anything else useful off the bodies. De'Zart was pulling a dagger out of the neck of one of them but it seemed stuck on something. Finally she wretched it free. She started to speak but fired over the General shoulder instead. One of them hadn't been quite dead. She went over and shot him a few more times just to be safe. Trentin didn't thank her simply nodded, “Let's get a move along.” She said and the 1Lt. Nodded she gestured to her team and they trotted off even as the force of roughly a 100 members of the 97th secured their position. This turned out to be an area with some tall grass and not a few boulders. They had managed to find the best cover for a few miles around and were using it. Everyone moved fast knowing speed is what will help them here.

A tactical operations center (TOC) is a command post for police, paramilitary, or military operations. A TOC usually includes a small group of specially trained officers or military personnel who guide members of an active tactical element during a mission.

Most permanent tactical operations centers are highly technical and contain a number of advanced computer systems for monitoring operational progress and maintaining communications with operators in the field. One of the best-known TOCs is NORAD which houses the North American Military Aerospace Defense operations.[1][2]

TOC Officers are usually positioned in a way that enables line-of-sight communication between team members, as well as overall communication with the TOC operations officer (or commander). Common configurations include center-facing monitors and against the wall monitors. Larger TOCs have a location where senior leaders are able to sit and observe operations of subordinate units. Smaller TOCs and field TOCs can be created in the back of vans and trucks, as well as in tents and buildings by setting up computers and linking in communication equipment.

TOCs at the lower echelons of command are typically manned with junior and inexperienced personnel (1LTs waiting to attend the OAC, CPTs waiting on company command, or NCOs and enlisted personnel unfamiliar with staff operations). These relatively junior personnel often have never worked in a TOC and, as a result, are not familiar with the intricate details of TOC operations. Most manuals provide a general overview of TOC functions, but fail to provide detailed guidance to assist newly assigned and inexperienced personnel.

The TOC serves as the unit's command and control hub, assisting the commander in synchronizing operations. The TOC is the location where the majority of the planning, staff coordination, and monitoring of key events occurs. The personnel manning the TOC are responsible for ensuring that all resources are in the right place at the right time. They must function efficiently and effectively as a team in a fast-paced, unforgiving environment. This is no simple task for an inexperienced staff officer or NCO to accomplish. Each member of the TOC must understand the overall function of the TOC, and how they individually and collectively contribute.

There are six basic TOC functions:

Receive information.
Distribute information.
Analyze information.
Submit recommendations to the commander.
Integrate resources.
Synchronize resources.

Each of these functions are critical and interrelated. The order in which these functions occur may vary at times. A more detailed description of each function and their associated tasks are listed below.

Receive Information

Receive messages, reports, and orders from subordinate units and higher headquarters (HHQ).
Monitor tactical situation.
Maintain a journal of all significant activities and reports.
Maintain and update unit locations and activities.
Monitor enemy situation.
Maintain a status of critical classes of supplies.

Distribute Information

Submit reports to HHQs.
Serve as a communications relay between units.
Publish orders and instructions.
Process and distribute information to appropriate units or staff sections.

Analyze Information

Consolidate reports.
Anticipate events and activities, taking appropriate action as required.
Conduct predictive analysis based on the tactical situation.
Identify information that relates to the commander s critical information requirements (CCIRs).
Conduct the Tactical Decisionmaking Process.
Identify the need to execute contingency plans based on the current situation.

Recommend

Submit recommendations to the commander based on information available and analysis conducted.

Integrate Resources

Coordinate the integration of combat multipliers.

Synchronize Resources

Coordinate the synchronization of combat multipliers.

These functions and tasks are not easily accomplished, nor can they be effectively accomplished by a single or small group of individuals. Each individual (especially NCOs and enlisted personnel) within the TOC serves a role that ultimately contributes to the accomplishment of these functions. Before personnel can contribute, they must possess a clear understanding of what the TOC's mission is.

Procedures:

1. Incorporate the six basic TOC functions in the TOC SOP.

2. Modify the existing TOC SOP, as required, to incorporate TOC functions.

Techniques:

1. Clearly define what you expect of the TOC. Be specific. Translate expectations into viable procedures.

2. Train TOC personnel to perform their respective tasks in the execution of TOC functions, and to understand how their tasks relate to the other TOC functions.

MORE OFTEN THAN NOT, THIS IS BECAUSE THE OFFICER HAS NOT TAKEN THE TIME TO TRAIN HIS SUBORDINATES, NOT BECAUSE THE NCO IS INCAPABLE. This technique often leads to inefficient operations, as well as tired and ineffective leaders. It also prevents the XO or battle captain from doing his job of integrating resources and synchronizing the fight. Lack of clearly defined roles and responsibilities is the major contributor to this problem. FC 71-6 provides a detailed list of duties and responsibilities for key personnel within the TOC. These duties and responsibilities are highlighted below:

Executive Officer:

The XO's primary responsibility is to synchronize and coordinate the efforts of all staff sections. This responsibility normally requires him to operate from, and supervise all activities within, the TOC. This is especially critical during the battle when synchronization and integration of resources are crucial. During the preparation phase of the mission, these duties can often be fulfilled by the battle captain. However, the battle captain typically lacks the appropriate experience necessary to accomplish these duties during the battle. Other important duties of the XO are:

Supervising and coordinating the staff during the TDMP.
Supervising the analysis and assessment of all information and submitting recommendations to the commander accordingly.
Supervising and ensuring proper information flow within the TOC.
Anticipating and synchronizing operations from the TOC.

NOTE: The role of the XO is METT-T-dependant. The current situation may prevent the XO from focusing all of his time and effort at the TOC.

Battle Captain:

The role of the battle captain is similar to that of the XO. The battle captain assists the XO in synchronizing and coordinating the staff's effort. The distinction between the two individuals lies in their level of experience. During the battle, synchronizing and coordinating the staff is normally best served by the XO. During the preparation phase, the battle captain can normally fulfill these duties. Experience at the CTCs shows that during the battle, the battle captain should focus his efforts on supervising the soldiers within the S3 operations cell, rather than synchronizing the efforts of other staff members. Additional duties of the battle captain include:

Supervising the efforts of staff NCO's within the S3 section.
Conducting analysis and assessment of available information.
Assisting in the review and dissemination of information within the TOC.
Assisting in monitoring the location and activities of friendly units.
Serving as the TOC OIC during the absence of field grade officers.
Assisting the S3 during the TDMP.

Operations NCO/Shift NCO:

The operations NCO is generally the most underutilized individual in the TOC. The operations NCO seldom works inside the actual TOC. He is typically only responsible for the logistics support, movement, and security of the TOC. These are important tasks, but do notrequire total commitment of the senior TOC NCO. Doctrinally for some types of units these tasks are the responsibility of the HHC XO (page B-4, FM 7-20, The Infantry Battalion, Apr 92). The TOC NCO, if trained and utilized properly, can be of much more use to the battalion in the TOC. Duties and responsibilities may include:

Ensuring that reports and messages are distributed properly.
Updating units statuses on maps and charts.
Supervising the publication of orders and graphics.
Supervising the setting up and dismantling of the TOC.
Supervising all enlisted personnel assigned to the S3 section.
Managing guard rosters, sleep plans, and shift schedules.
Assisting in developing and wargaming COAs during the TDMP.
Serving as a recorder during the TDMP.

Radio Telephone Operators (RTOs)/Clerk Typist:

The RTOs are another good example of an underutilized soldier. Typically, the RTOs do not talk on the radio. This function is often performed by officers due to a lack of confidence in the RTOs ability. Once again this lack of confidence often stems from a lack of adequate training and not a lack of capabilities. Duties of the RTOs and other enlisted soldiers can include:

Monitoring the radios.
Receiving and recording reports.
Updating status charts as necessary.
Assisting in the publication of orders and graphics.
Assisting in the setting up and dismantling of the TOC.
Serving as recorders during the TDMP.
Cleaning and preparing charts and overlays for the TDMP.

This list of personnel and duties is not all encompassing. It is intended to provide a framework for how the duties and responsibilities within the TOC can be delegated. This list highlights the S3 section, but can be modified, developed, and applied to any section.

After defining the specific functions of the TOC, determine who will accomplish the specific tasks. As you identify what duty position will accomplish each task, be as specific as possible. Keep in mind the capabilities of assigned personnel. Do not let lack of training or patience from leaders prevent you from utilizing your NCOs and enlisted personnel. If trained and utilized properly, based on the duties and responsibilities you have identified, these soldiers will make significant contributions to TOC operations. In today s environment where units are operating with significant personnel shortages, delegation of duties and responsibilities is crucial to effective TOC operations.

A commander should be able to sit in front of his map board and get a complete situation report (SITREP) for his unit without asking the shift officer numerous questions. This will only happen if the unit has an effective system in place to visually display critical data.

Effective visual information display techniques have numerous advantages. First, they offer the commander a quick and easy means of getting a snap shot of his unit. Questions to the staff should be the exception rather than the norm. Also, they provide the staff with a quick and efficient means of processing information. These techniques minimize the passing of message slips between staff sections and making numerous entries in the staff journal.

The use of status boards or charts are normally applied during four phases of an operation. These phases are: planning, battle preparation, execution, and post battle. Identifying the required charts for each phase is difficult and may produce an abundance of charts if not managed carefully. Avoid having too many charts. TOO MANY CHARTS IS WORSE THAN TOO FEW CHARTS. Not only are they overwhelming inside the TOC, but they require room to transport.

Below is a recommended starting point to assist in identifying what information should be displayed and monitored. Not all of the information or charts listed below are required or recommended.

TTP: Units that have and utilize charts tend to manage large amounts of information better than those that do not. Charts alone will not make you successful. You must first identify what critical information must be tracked. A TOC cannot process every piece of information that it receives, especially during the battle. Units must prioritize and train their personnel to distinguish between critical information and routine information. Charts have proved to be useful in handling some types of information. Before developing charts, consider the following:

Determine what critical information must be tracked and displayed. Avoid information and chart overload.

Charts used during the planning process significantly reduce briefing time.

Build a box to store and transport charts. This reduces unnecessary wear and tear, and also helps maximize use of available cargo space.

Keep a miniature version of all charts in a notebook for use while moving. This will facilitate maintaining an accurate status during offensive operations or while moving the TOC.

Some units use 36"x18" boards; others use 8.5"x11" sheets of paper in document protectors. Both techniques are fine and have proven successful. The only draw back to the small sheets is that they are difficult to read from a distance while conducting a briefing or wargaming session.

Use your charts in garrison to discover their value and to train your personnel on their use. Conduct AARs on your tracking systems. Identify what is useful and what needs to be improved.

Appendix A contains sample charts.

MESSAGE-HANDLING TECHNIQUES

OBSERVATION: Units who have established methods and procedures for processing messages and other types of information are more effective than those who do not.

DISCUSSION: Units at the CTCs typically receive, process, and disseminate information rather efficiently during slow-paced operations. Units achieve this success even though they normally do not have established procedures to ensure uniformity and efficiency. However, during fast-paced operations, the end result is significantly different. Typically the unit is so overwhelmed with information during the peak of the battle that it quickly becomes bogged down. Once the TOC is overwhelmed, the first function to disappear or be degraded is the analysis of the situation by the staff.

Let's first determine what happens as a message is received in the TOC. Before we discuss this, review the basic functions of the TOC. This will assist us in determining what must happen as a message is received. As you recall they are: receive information, distribute information, analyze information, recommend, and integrate/synchronize resources. To assist us in understanding this process, a tactical scenario will be used to explain and identify techniques used to process information.

This scenario is an example of what might occur in the TOC. Although this example is rather basic, critical actions occurred that involved numerous staff sections and personnel within each staff section.

Here are some of the actions that occurred by TOC function:

First identify how specific types of messages and information must be processed within the TOC. Not all information is processed the same. After identifying the different types of messages to be processed, determine who conducts the actions required. (See Section II, TOC Functions, and Section III, Duties and Responsibilities.) Lastly, practice the process. Only repetition will increase the efficiency of processing information within the TOC. As the efficiency of the staff increases while practicing, slowly begin to increase the volume of the traffic. Additionally:

Use pre-printed message forms that automatically produce multiple copies.
Keep noise level in the TOC to a minimum. The most effective TOCs are very quiet (even during the battle). RTOs using headsets will help.

BATTLE-TRACKING TECHNIQUES

OBSERVATION: Units who are successful in battle tracking have established systems in place and enforce them.

DISCUSSION: Information display, message handling, and battle-tracking techniques are inseparable. This observation integrates the techniques and procedures discussed previously in the chapter. You cannot effectively track the battle unless you can handle basic message traffic, and have an effective means of displaying or recording information. Most units do well tracking the battle during slow-paced operations. What separates functional TOCs from dysfunctional TOCs is their ability to track the battle effectively during fast-paced operations.

The initial problem that units experience involves identification of what information to track. This area is already discussed in detail in the Information Display Techniques section. This is the most critical step in developing an effective battle-tracking system. There is such a thing as tracking too little/much information. By tracking too much information, a TOC will get bogged down by information of little or no significance. When this occurs, critical messages are often lost in the process.

The next challenge becomes, how does the TOCs process the information once they receive it. Experience shows that TOCs normally receive the right types and amounts of information, but they do not have a system to process it. This system may include the use of charts, overlays, matrices, or some other means of recording or processing the information.

Another problem units have involves information, activities, and locations regarding both friendly and enemy units. Often a report is received in the TOC that needs to be posted onto a map with additional information that needs to be posted elsewhere (such as a journal or log). This situation creates confusion and often results in loss of critical information. The unit location may get posted on the map, but the description of what the unit is doing often gets lost in a pile of similar SPOTREPs. The "activity" portion of the SPOTREP is often the most critical. This is especially true while attempting to track an attacking enemy. A technique that has worked for some units involves developing unit symbol stickers that can be applied to a map, and also a SPOTREP/activity chart. To explain how this technique is used, we will refer back to our tactical situation.

As you recall from the previous example, the Blue TF is defending against an attacking enemy. The unit has completed its preparation of the defense, and has already made contact with the enemy CRPs. The enemy main body formations have not been observed. Activity within the TOC is slowly approaching its peak. However, an untrained observer would not realize what is going on due to the lack of typical yelling and blaring radios within the TOC. The TF XO and battle captain have complete control of the situation. Radio volumes are relatively low and RTOs are using headsets. Instead of yelling, individuals are walking over to the appropriate individuals and either passing or getting information as required. The XO and battle captain are sitting in front of the operations map. The XO is focused on the big picture, while the battle captain is focused on supervising the activities of only S3 section personnel and assisting the XO when required.

The S3 RTO receives a SPOTREP from the scout platoon leader, now on the battalion command net, who reports observing over 30 enemy combat vehicles moving west to east. The RTO quickly records the information using the pre-printed message form. The XO and battle captain monitor the report and immediately realize the significance of the report. The battle captain takes the remaining copies of the report and passes a copy to the S2 and FSE. The S3 RTO passes his copy of the message to his shift NCO. Normally the shift NCO would log the message in the staff journal, but due to the lack of time, he posts the message on a butcher board positioned between the S3 and S2 map boards (Blue remarks indicate friendly information; Red indicates enemy). The message is then placed in a folder and will be recorded in the journal when time permits after the battle. The S2 pulls an enemy battalion-sized sticker out of his binder where he has stickers premade for the various types of enemy units he expects to plot. He assigns and places a number on the sticker that corresponds to a number he will annotate on the butcher board. As the situation continues to develop, combat power reports, friendly LOGREPs, and enemy BDA, will be updated on charts and posters positioned throughout the TOC. Journals will not be used until time is available to record the reports. Messages are still logged using the message form, but the messages are now placed in a folder until later. This technique is extremely useful in the defense. Variations of this technique can be developed for offensive operations.

TTP: Tracking a fast-paced operation, such as an attacking motorized rifle regiment (MRR) at the NTC, is difficult at best, but is far from impossible. Implementing some of these recommended techniques may help:

Recommended Techniques:

Identify and prioritize critical information to be tracked.

Develop a system to track the information determined necessary to track. This system may include charts, matrices, unit symbols, or a butcher board.

Develop a system to track both friendly and enemy units. Successful techniques include using color-coded cellophane stickers, color-coded thumb tacks, or color-coded dot-type stickers.

Ensure all participants understand and use the system.

Ensure everyone plays a role. Do not let two or three personnel attempt to accomplish this themselves while the other 10 people drink coffee.

Keep the noise level in the TOC to an absolute minimum. This will contribute significantly to the overall effectiveness of the TOC.

Do not let the entering of messages into a journal create a backlog in your information management system at the expense of posting maps, disseminating information, and receiving reports. If time does not facilitate updating your journal as you receive them, keep them in a folder and record them later.

Develop standardized map boards so overlays can be easily and quickly transferred from map to map. An inexpensive metal eyelet device is available and can be used to assist with overlays.

Consider laying your current operations map on a table instead of hanging it from a tent frame. This technique allows more personnel to gather around and view the map more effectively, instead of looking over someone else's shoulder.

SWAT ("Special Weapons And Tactics") is a commonly-used proper name for law enforcement units, which use military-style light weapons and specialized tactics in high-risk operations that fall outside of the capabilities of regular, uniformed police.[1] "SWAT" is commonly-used internationally, as a colloquial, generic term for these units.

Their duties include: confronting heavily-armed criminals; performing hostage rescue and counter-terrorism operations; high risk arrests; and entering armored or barricaded buildings. Such units are often equipped with specialized firearms including submachine guns, assault rifles, breaching shotguns, sniper rifles, riot control agents, and stun grenades. They have specialized equipment including heavy body armor, ballistic shields, entry tools, armored vehicles, advanced night vision optics, and motion detectors for covertly determining the positions of hostages or hostage takers, inside enclosed structures.

Some sources state that the first use of "SWAT" as an acronym for "Special Weapons and Tactics" was the Special Weapons and Tactics Squad established by the Philadelphia Police Department in 1964.[2]

A more prominent early SWAT team was established in the Los Angeles Police Department in 1967, by Inspector Daryl Gates. After that, many United States law enforcement organizations, especially the police departments of major cities, as well as federal and state agencies, established their own elite units under various names. Gates explained in his autobiography Chief: My Life in the LAPD that he neither developed SWAT tactics nor the associated and often distinctive equipment; but that he supported the underlying concept, tried to empower his people to develop it, and generally lent them moral support.[3] Gates originally named the platoon "Special Weapons Assault Team"; however, this name was not generally favored and was rejected by his manager, deputy police chief Ed Davis, as sounding too much like a military organization. Wanting to keep the acronym "SWAT", Gates changed its expanded form to "special weapons and tactics".

While the public image of SWAT first became known through the LAPD, perhaps because of its proximity to the mass media and the size and professionalism of the Department itself, the first actual SWAT-type operations were conducted north of Los Angeles in the farming community of Delano, California on the border between Kern and Tulare Counties in the San Joaquin Valley. At the time, César Chavez' United Farm Workers union was staging numerous protests in Delano, both at cold storage facilities and outside non-supportive farm workers' homes on city streets. The Delano Police Department responded by forming ad-hoc units using special weapons and tactics. Television news stations and print media carried live and delayed reportage of these events across the United States. Personnel from the LAPD, having seen these broadcasts, contacted Delano and inquired about the program. One officer then obtained permission to observe the Delano Police Department's special weapons and tactics units in action, and afterwards, he took what he had learned back to Los Angeles, where his knowledge was used and expanded on to form the LAPD's own first SWAT unit.

John Nelson was the officer who conceived the idea to form a specially trained and equipped unit in the LAPD, intended to respond to and manage critical situations involving shootings while minimizing police casualties. Inspector Gates approved this idea, and he formed a small select group of volunteer officers. This first SWAT unit initially consisted of fifteen teams of four men each, making a total staff of sixty. These officers were given special status and benefits, and were required to attend special monthly training sessions. The unit also served as a security unit for police facilities during civil unrest. The LAPD SWAT units were organized as "D Platoon" in the Metro division.[3]

The first significant deployment of the LAPD's SWAT unit was on December 9, 1969, in a four-hour confrontation with members of the Black Panthers. The Panthers eventually surrendered, with three Panthers and three officers being injured. By 1974, there was a general acceptance of SWAT as a resource for the city and county of Los Angeles.
1974 Symbionese Liberation Army conflict

On the afternoon of May 17, 1974, elements of the Symbionese Liberation Army (SLA), a group of heavily-armed left-wing guerrillas, barricaded themselves in a residence on East 54th Street at Compton Avenue in Los Angeles. Coverage of the siege was broadcast to millions via television and radio and featured in the world press for days afterwards. SWAT teams engaged in a several hour gun battle with the SLA; no police were wounded, but the six SLA members died in the conflict, which ended when the house caught fire and burned to the ground.

By the time of the SLA shoot-out, SWAT teams had reorganized into six 10-man teams, each team consisting of two five-man units, called elements. An element consisted of an element leader, two assaulters, a scout, and a rear-guard. The normal complement of weapons was a sniper rifle (a .243-caliber bolt-action, based on the ordnance expended by officers at the shootout), two .223-caliber semi-automatic rifles, and two shotguns. SWAT officers also carried their service revolvers in shoulder holsters. Standard gear included a first aid kit, gloves, and a gas mask. At a time when officers were usually issued six-shot revolvers and shotguns, it was a significant change to have police armed with semi-automatic rifles. The encounter with the heavily-armed Symbionese Liberation Army, however, sparked a trend towards SWAT teams being issued body armor and automatic weapons of various types.

A report issued by the Los Angeles Police Department, following a shootout with the Symbionese Liberation Army in 1974, offers one of the few firsthand accounts by the department regarding SWAT history, operations, and organization.[4] On page 100 of the report, the Department cites four trends which prompted the development of SWAT. These included riots such as the Watts Riots, which in the 1960s forced the LAPD and other police departments into tactical situations for which they were ill-prepared; the emergence of snipers as a challenge to civil order; political assassinations; and the threat of urban guerrilla warfare by militant groups. "The unpredictability of the sniper and his anticipation of normal police response increase the chances of death or injury to officers. To commit conventionally trained officers to a confrontation with a guerrilla-trained militant group would likely result in a high number of casualties among the officers and the escape of the guerrillas." To deal with these under conditions of urban violence, the LAPD formed SWAT, notes the report. The report states on page 109, "The purpose of SWAT is to provide protection, support, security, firepower, and rescue to police operations in high personal risk situations where specialized tactics are necessary to minimize casualties."
1990s and beyond

The Columbine High School massacre in Colorado on April 20, 1999 was another seminal event in SWAT tactics and police response. As noted in an article in the Christian Science Monitor, "Instead of being taught to wait for the SWAT team to arrive, street officers are receiving the training and weaponry to take immediate action during incidents that clearly involve suspects' use of deadly force."[5] The article further reported that street officers were increasingly being armed with rifles, and issued heavy body armor and ballistic helmets, items traditionally associated with SWAT units. The idea was to train and equip street officers to make a rapid response to so-called active-shooter situations. In these situations, it was no longer acceptable to simply set up a perimeter and wait for SWAT. As an example, in the policy and procedure manual of the Minneapolis Police Department, it is stated, "MPD personnel shall remain cognizant of the fact that in many active shooter incidents, innocent lives are lost within the first few minutes of the incident. In some situations, this dictates the need to rapidly assess the situation and act quickly in order to save lives."[6]

On February 7, 2008, a siege and subsequent firefight with a gunman in Winnetka, California led to the first line-of-duty death of a member of the LAPD's SWAT team in its 41 years of existence.[7]
SWAT duties

SWAT duties may include:

Hostage rescue
Riot control
VIP protection details
Resolving situations high risk situations
Providing assistance on arrest warrants and search warrants
Providing additional security at special events

The relative infrequency of SWAT call-outs means these expensively-trained and equipped officers cannot be left to sit around, waiting for an emergency. In many departments the officers are normally deployed to regular duties, but are available for SWAT calls via pagers, mobile phones, or radio transceivers. Even in the larger police agencies, such as the Los Angeles Police Department or the New York City Police Department, SWAT personnel would normally be seen in crime suppression roles—specialized and more dangerous than regular patrol, perhaps, but the officers would not be carrying their distinctive armor and weapons.

Since officers have to be on call-out most of the day, they may be assigned to regular patrol duties. To decrease response times to situations that require a SWAT team, it is now a common practice to place SWAT equipment and weaponry in secured lockers in the trunks of specialized police cruisers. Departments that often use this style of organization are county sheriffs, due to the different sizes of counties, and the predominance of back-roads. In places like Los Angeles, where traffic may be heavy, the LAPD use cruisers such as this to respond with their officers so they do not have to return to the police station to armor up. However, heavier duty equipment may be needed depending on the situation that arises.

By illustration, the LAPD's website shows that in 2003, their SWAT units were activated 255 times,[8] for 133 SWAT calls and 122 times to serve high-risk warrants. The New York Police Department's Emergency Service Unit is one of the few civilian police special-response units that operate autonomously 24 hours a day. However, this unit also provides a wide range of services, including search and rescue functions, and car accident vehicle extraction, normally handled by fire departments or other agencies.

The need to summon widely-dispersed personnel, then equip and brief them, makes for a long lag between the initial emergency and actual SWAT deployment on the ground. The problems of delayed police response at the 1999 Columbine High School shooting has led to changes in police response,[9] mainly rapid deployment of line officers to deal with an active shooter, rather than setting up a perimeter and waiting for SWAT to arrive.

SWAT officers are selected from volunteers within their law-enforcement organization. Depending on their department's policy, officers generally must serve a minimum tenure within the department before being able to apply for a specialist section such as SWAT. This tenure requirement is based on the fact that SWAT officers are still law enforcement officers and must have a thorough knowledge of department policies and procedures.

SWAT applicants undergo rigorous selection and training. Applicants must pass stringent physical agility, written, oral, and psychological testing to ensure they are not only fit enough but also psychologically suited for tactical operations. Some parent law-enforcement organizations of SWAT teams have also required their personnel to be veterans of the armed forces, but this is usually not considered strictly necessary for such personnel.

Emphasis is placed on physical fitness so an officer will be able to withstand the rigors of tactical operations. After an officer has been selected, the potential member must undertake and pass numerous specialist courses that will make him a fully qualified SWAT operator. Officers are trained in marksmanship for the development of accurate shooting skills. Other training that could be given to potential members includes training in explosives, sniper-training, defensive tactics, first-aid, negotiation, handling K9 units, rappelling and roping techniques and the use of specialized weapons and equipment. They may also be trained specifically in the handling and use of special ammunition such as bean bags, flash bang grenades, tasers, and the use of crowd control methods, and special non-lethal munitions. Of primary importance is close-quarters defensive tactics training, as this will be the primary mission upon becoming a full-time SWAT officer.
SWAT equipment

SWAT teams use equipment designed for a variety of specialist situations including close quarters combat (CQC) in an urban environment. The particular pieces of equipment vary from unit to unit, but there are some consistent trends in what they wear and use.

Aside from the standard uniforms of their parent law-enforcement organizations, SWAT personnel often wear similar utility uniforms to armed-forces tactical uniforms, with the main difference being the colorations of such utility uniforms. SWAT utility uniforms are generally in solid colors, usually but not limited to dark gray, dark blue, or black. However, "urban camouflage" patterns have been developed, consisting mainly of black, white, and shades of gray.

Whenever their personnel are not on immediate-crisis duty, SWAT team members's uniforms are more often than not entirely black in color, and otherwise resemble the duty uniforms of their parent law-enforcement organizations.
Weapons

While a wide variety of weapons are used by SWAT teams, the most common weapons include submachine guns, assault rifles, shotguns, and sniper rifles.

Tactical aids include K9 Units, as well as flash bang, stinger, and tear gas grenades.

Semi-automatic pistols are the most popular sidearms. Examples may include, but are not limited to: M1911 pistol series,[10][11] Sig Sauer series[12][13] (especially the Sig P226[11][13][14] and Sig P229), Beretta 92 series,[13] Glock pistols,[12][15][11][16][17][18] H&K USP series,[13][19] and 5.7x28mm FN Five-seveN pistol.[20]

Common submachine guns used by SWAT teams include the 9 mm and 10 mm Heckler & Koch MP5,[10][11][12][13][17][18][19] Heckler & Koch UMP,[11] and 5.7x28mm FN P90.[21]

Common shotguns used by SWAT units include the Benelli M1,[17][18][22] Benelli M4, Benelli M1014, Remington 870[10][11][14][17] and 1100, Mossberg 500 and 590.[13]

Common carbines include the Colt CAR-15[10][11][16][17] and M4[11][12][14][19] and Heckler & Koch G36[18] and HK416.[23] While affording SWAT teams increased penetration and accuracy at longer ranges, the compact size of these weapons is essential as SWAT units frequently operate in Close quarters combat (CQB) environments. The Colt M16A2[12][14][19] can be found used by marksmen or SWAT officers when a longer ranged weapon is needed.[10]

Common sniper rifles used are M14 rifle and the Remington 700P.[10][12][14][17][18][19] Many different variants of bolt action rifles are used by SWAT, including limited use of .50 caliber sniper rifles for more intense situations.[24]

To breach doors quickly, battering rams, shotguns with breaching rounds, or explosive charges can be used to break the lock or hinges, or even demolish the door frame itself. SWAT teams also use many non-lethal munitions and weapons. These include Tasers, pepper spray canisters, shotguns loaded with bean bag rounds, Pepperball guns, stinger grenades, flash bang grenades, and tear gas. Ballistic shields are used in close quarters situations to provide cover for SWAT team members and reflect gunfire. Pepperball guns are essentially paint ball markers loaded with balls containing Oleoresin Capsicum ("pepper spray").

SWAT units may also employ ARVs, (Armored Rescue Vehicle[25]) for insertion, maneuvering, or during tactical operations such as the rescue of civilians/officers pinned down by gunfire. Helicopters may be used to provide aerial reconnaissance or even insertion via rappelling or fast-roping. To avoid detection by suspects during insertion in urban environments, SWAT units may also use modified buses, vans, trucks, or other seemingly normal vehicles. During the 1997 North Hollywood shootout, LAPD SWAT commandeered an armored cash-delivery truck, which they used to extract wounded civilians and officers from the raging battle scene.[26][27][28]

Units such as the Ohio State Highway Patrol's Special Response Team (SRT) used a vehicle called a B.E.A.R., made by Lenco Engineering which is a very large armored vehicle with a ladder on top to make entry into the second and third floors of buildings. Numerous other agencies such as the LAPD,[29][30] LASD[30] and NYPD use both the B.E.A.R. and the smaller Lenco BearCat variant.[31][32] Anaheim Police Department has a customized B.E.A.R. fitted with a ladder for assaulting multi-story buildings. Many SWAT teams in the states and around the world, including the LAPD, fit their armored and non-armored vehicles with the Patriot3 Liberator and 'MARS' (Mobile Adjustable Ramp System) Elevated Tactics Systems for gaining entry to 2nd and 3rd story buildings, airplane assault, sniper positioning, ship access, etc.[33]

The Tulsa Police Department's SOT (Special Operations Team) uses an Alvis Saracen, a British-built armored personnel carrier. The Saracen was modified to accommodate the needs of the SOT. A Night Sun was mounted on top and a ram was mounted to the front. The Saracen has been used from warrant service to emergency response. It has enabled team members to move from one point to another safely.

The police departments of Killeen and Austin, Texas and Washington, D.C. use the Cadillac Gage Ranger,[14] as does the Florida Highway Patrol.[34]

The Hazardous Operations Unit (HOU) has the responsibility for:

Investigations of crime scenes in hazardous environments within Maquis jurisdiction
Search and Recovery of property and related criminal evidence
Recovery of lost or stolen property
Hazardous environment photography and video documentation
Body recoveries
Smuggled goods or Bomb vessel hull searches
Removal of conditions that pose a threat to life and property, or where Maquis liability exits
Other duties as directed by the appropriate authority

The HOU Resources are available 24 hours a day seven days a week. Requests can currently be made through the Department Command Post. The HOU Equipment includes Individual and team Hazardous Environment Equipment, Subspace communications system, Metal detectors, Sophisticated navigation equipment, Underwater video and still cameras, Evidence documentation, recovery and storage equipment, Climbing Gear Lift bags and salvage equipment and Dry suits for hazardous material dives. Officers respond on a Callout Basis 24 hours 7 days a week and train one day each Deployment Period.

A fire department or fire brigade (also known as a fire and rescue service or simply fire service) is a public or private organization that provides predominantly emergency firefighting and rescue services for a certain jurisdiction, which typically is a municipality, county, or fire protection district. A fire department usually contains one or more fire stations within its boundaries, and may be staffed by career firefighters, volunteer firefighters, or a combination thereof referred to as a combination department.[1]

A fire department may also provide "fire protection" or fire prevention services, whereby firefighters visit homes and give fire safety advice and fit smoke alarms for members of the public. In many countries fire protection or prevention is seen as an important role for the fire service, as preventing a fire from occurring in the first place can obviously save lives.

Most public or municipal fire departments also carry out an enforcement role, to ensure that commercial dwellings (hotels, offices, factories, and so on) are equipped with adequate fire precautions to ensure that in the event of fire, people can safely evacuate the premises unharmed. This is also part of the protection or prevention role.

Organization

Fire departments are organized in a system of administration, services, training, and operations; for example:
Emergency fire & rescue vehicles

Administration is responsible for supervision, budgets, policy, and human resources.
Service offers protection, safety, and education to the public.
Training creates skilled people with the knowledge to perform their duties.
Operations performs the tasks to successfully save the public from harm.

A fire department is normally set up where it can have fire stations and sophisticated fire apparatus strategically deployed throughout the area under its control so that dispatchers can send fire engines, fire trucks, or ambulances from the fire stations closest to the incident. Larger departments have branches within themselves to increase efficiency, composed of volunteers, support, and research.

Volunteers give advantages to the department in a state of emergency.
Support organizing the resources within and outside of the department.
Research is to give advantages in new technologies for the department.

Jurisdiction

The fire department's jurisdiction is organized by the governmental body that controls the department, although there are private fire departments as well. This comes from a municipality, county, prefecture, state, province, or nation type of government. The most common type of government control is at the municipality level. The jurisdiction size and organization would be set up by department or the government in charge of these duties. This deals with the placement of fire stations, equipment, and personnel within the area of control. Fire departments periodically survey their jurisdiction areas and use the data for redeploying proper coverage. This data comes from travel time, range from station, and/or a population survey. This brings equal service to the entire community and gives the department efficient places to launch operations.

The earliest known fire department was formed in Ancient Rome by Egnatius Rufus who used his slaves to provide a free fire service.[2] These men fought fires using bucket chains and also patrolled the streets with the authority to impose corporal punishment upon those who violated fire-prevention codes. The Emperor Augustus established a public fire department in 24 BCE, composed of 600 slaves distributed amongst seven fire stations in Rome.[3]

Fire departments were again formed by property insurance companies beginning in the 17th century after the Great Fire of London in 1666. The first insurance brigades were established the following year.[4] Others began to realize that a lot of money could be made from this practice, and ten more insurance companies set up in London before 1832: The Alliance, Atlas, Globe, Imperial, London, Protector, Royal Exchange, Sun Union and Westminster.[5] Each company had its own fire mark, a durable plaque that would be affixed to the building exterior. A company's fire brigade would not extinguish a burning building if it did not have the correct fire mark.[6]

The city of Boston, Massachusetts, established America's first publicly funded paid fire department in 1679.[7] Fire insurance made its debut in the American colonies in South Carolina in 1736, but it was Benjamin Franklin who imported the London model of insurance. He established the colonies' first fire insurance company in Philadelphia named the Philadelphia Contributionship,[4] as well as its associated Union Volunteer Fire Company.[8]

Amsterdam also had a sophisticated firefighting system in the late 17th century, under the direction of artist Jan van der Heyden, who had improved the designs of both fire hoses and fire pumps.[9]

In the 19th century, the practice of fire brigades refusing to put out fires in buildings that were uninsured led to the demand of central command for fire companies. Cities started to form their own fire departments as a civil service to the public, forcing private fire companies to shut down, and merging their fire stations into the city's fire department. In 1833, London's ten independent brigades all merged to form the London Fire Engine Establishment (LFEE), with James Braidwood as the Chief Officer.[10] Braidwood had previously been the fire chief in Edinburgh, where the world's first municipal fire service was founded in 1824, and he is now regarded, along with Van der Heyden, as one of founders of modern firefighting.[9] The LFEE then was incorporated into the city's Metropolitan Fire Brigade in 1865 under Eyre Massey Shaw.

In 1906, the first motorized fire department was organized in Springfield, Massachusetts, after Knox Automobile of Springfield produced the first modern fire engine one year earlier.[11]
Emergency Medical Services

Some fire departments respond to medical emergencies and provide care until advanced personnel can take over. In the United States, firefighters may get their First Responder Certification, Emergency Medical Technician (EMT) License, or Paramedic License. Some fire departments even offer ambulance services.

EOD covers both on and off base calls in the US unless there is a local PSBT or "Public Safety Bomb Technician" that can handle the bomb - ordnance should only be handled by the EOD experts. Also called a "Hazardous Devices Technician", PSBTs are usually members of a Police department, although there are teams formed by fire departments or emergency management agencies.

To be certified, PSBTs must attend the joint U.S. Army-FBI Hazardous Devices School at Redstone Arsenal, Alabama which is modeled on the International IEDD Training school at The Army School of Ammunition, known as the Felix Centre. This school helps them to become knowledgeable in the detection, diagnosis and disposal of hazardous devices. They are further trained to collect evidence in hazardous devices, and present expert witness testimony in court on bombing cases.
UXO
Main article: Unexploded ordnance

Before bombing ranges can be re utilized for other purposes, these ranges must be cleared of all unexploded ordnance. This is usually performed by civilian specialists trained in the field, often with prior military service in explosive ordnance disposal. These technicians use specialized tools for subsurface examination of the sites. When munitions are found, they safely neutralize them and remove them from the site.
Other (training, mining, fireworks)

In addition to neutralizing munitions or bombs, conducting training and presenting evidence, EOD Technicians and Engineers also respond to other problems. They dispose of old or unstable explosives, such as ones used in quarrying or mining, as well as old or unstable fireworks and ammunition. They escort VIPs and dignitaries. They assist specialist police units, raid and entry teams with boobytrap detection and avoidance. Another function of an EOD Operator is the conducting of post-blast investigations. The EOD Operators' training and experience with bombs make them an integral part of any bombing investigation. Another part of an EOD operators job involves supporting the government intelligence units. This involves searching all places that the high ranking government officers or other protected dignitaries travel, stay or visit.
Techniques

Generally, EOD render safe procedures (RSP) are a type of tradecraft protected from public dissemination in order to limit access and knowledge, depriving the enemy of specific technical procedures used to render safe ordnance or an improvised device. Another reason for keeping tradecraft secret is to hinder the development of new anti-handling devices by their opponents: if the enemy has thorough knowledge of specific EOD techniques, they can develop fuze designs which are more resistant to existing render-safe procedures.

Many techniques exist for the safing of a bomb or munition. Selection of a technique depends on several variables. The greatest variable is the proximity of the munition or device to people or critical facilities. Explosives in remote localities are handled very differently from those in densely-populated areas. Contrary to the image portrayed in modern day movies, the role of the modern Bomb Disposal Operator is to accomplish their task as remotely as possible. Actually laying hands on a bomb is only done in an extremely life-threatening situation, where the hazards to people and critical structures cannot be reduced.

Ammunition Technicians have many tools for remote operations, one of which is the RCV, or remotely controlled vehicle, also known as the "Wheelbarrow". Outfitted with cameras, microphones, and sensors for chemical, biological, or nuclear agents, the Wheelbarrow can help the Technician get an excellent idea of what the munition or device is. Many of these robots even have hand-like manipulators in case a door needs to be opened, or a munition or bomb requires handling or moving. The first ever Wheelbarrow was invented by Lieutenant-Colonel 'Peter' Miller[10] in 1972 and used by Ammunition Technicians in the battle against Provisional Irish Republican Army bombs.

Also of great use are items that allow Ammunition technicians to remotely diagnose the innards of a munition or bomb. These include devices similar to the X-ray used by medical personnel, and high-performance sensors that can detect and help interpret sounds, odors, or even images from within the munition or bomb. Once the technicians determine what the munition or device is, and what state it is in, they will formulate a procedure to disarm it. This may include things as simple as replacing safety features, or as difficult as using high-powered explosive-actuated devices to shear, jam, bind, or remove parts of the item's firing train. Preferably, this will be accomplished remotely, but there are still circumstances when a robot won't do, and a technician must put themself at risk by personally going near the bomb. The Technician will don a specialized protective suit, using flame and fragmentation-resistant material similar to bulletproof vests. Some suits have advanced features such as internal cooling, amplified hearing, and communications back to the control area. This suit is designed to increase the odds of survival for the Technician should the munition or bomb function while they are near it.

Rarely, the specifics of a munition or bomb will allow the Technician to first remove it from the area. In these cases, a containment vessel is used. Some are shaped like small water tanks, others like large spheres. Using remote methods, the Technician places the item in the container and retires to an uninhabited area to complete the neutralization. Because of the instability and complexity of modern bombs, this is rarely done. After the munition or bomb has been rendered safe, the Technicians will assist in the removal of the remaining parts so the area can be returned to normal. All of this, called a Render Safe Procedure, can take a great deal of time. Because of the construction of devices, a waiting period must be taken to ensure that whatever render-safe method was used worked as intended. While time is usually not on the EOD Operator's side, rushing usually ends in disaster.

Another technique is Trepanation, in which a bore is cut into the sidewall of a bomb and the explosive contents are extracted through a combination of steam and acid bath liquification of bomb contents.[11]

Although professional EOD personnel have expert knowledge, skills and equipment, they are not immune to misfortune because of the inherent dangers: in June 2010, construction workers in Göttingen discovered an allied 500 kilogram bomb dating from World War II buried approximately 7 metres below the ground. German EOD experts were notified and attended the scene. Whilst residents living nearby were being evacuated and the EOD personnel were preparing to disarm the bomb, it detonated, killing three of them and injuring 6 others. The dead and injured each had over 20 years of hands-on experience, and had previously rendered safe between 600 and 700 unexploded bombs. The bomb which killed and injured the EOD personnel was of a particularly dangerous type because it was fitted with a delayed-action chemical fuze, which had become highly unstable after over 65 years underground.[12][13][14][15]

Portable X-ray systems are used to radiography the bomb before internvention. The purpose is for example to determine if a chemical charge is present or to check the status of the detonator. High steel thickness require high energy and high power sources.

Projected water disruptors use a water projectile shaped charge to destroy bombs, severing any detonating cord. One example is the BootBanger, deployed under the rear compartment of cars suspected to be carrying bombs.[16] Projected water distruptors can be directional, such as the BootBanger; or omni-directional, an example being the Bottler.[17]
"Pigstick"

"Pigstick" is a British Army term for the waterjet disruptor commonly deployed on the Wheelbarrow remotely operated vehicle against IRA bombs in the 1970s. It fires an explosively-propelled jet of water to disrupt the circuitry of a bomb and thereby disable it with a low risk of detonation. The modern pigstick is a very reliable device and fires many times with minimal maintenance. It is now used worldwide. It is about 485 mm long and weighs 2.95 kg.[18] It is made of metal, and can be mounted on a remotely operated vehicle (ROV). These factors make it a very effective, safe way to disarm bombs.

The name pigstick is an odd analogy coming from the verb meaning “to hunt the wild boar on horseback with a spear.”

It was invented for the British army in 1972; prior to that time bombs would be dismantled by hand, which was very dangerous. It has to be held three inches (76 mm) from the bomb to disarm it, still putting the user in danger. So explosive ordnance disposal (EOD) operators started connecting them to Wheelbarrow robots.

ZEUS

The ZEUS-HLONS (HMMWV Laser Ordnance Neutralization System), commonly known as ZEUS, was developed for surface land mines and unexploded ordnance (UXO) neutralization by the U.S. Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV). It uses a moderate-power commercial solid state laser (SSL) and beam control system, integrated onto a Humvee (HMMWV), to clear surface mines, improvised bombs, or unexploded ordnance (UXO) from supply routes and minefields.

There are a wide range of containment chambers from simple and sometime dangerous suppression vessel who on takes some of the fragments, to top of the line gas-tight chambers that can withstand multiple shots and still be gas tight and protect from CBRNe. The containment chambers can be fitted on trailer to tow behind a SUV for example or fitted on a EOD truck.
EOD Suits

There is a long history of IEDD within the UK and protection for this role has evolved over the years. Starting with the Mk1 in 1969, in response to the Maoist Terrorist threat in Hong Kong, through to the Mk 2 in 1974, in response to the IRA threat in Northern Ireland (NI), with further developments of the Mk3 in 1980 to include a new helmet. The Mk4 EOD Suit introduced into service in 1993, combines fragmentation and blast protection that is prioritised over the most vulnerable parts of the body (head, face and torso). The current system, MKV/VI was introduced in 2004, and was a combine MOD/NP Aerospace project. The only part of the body that has no protection at all is the hands. [20]

A police dog, often referred to as a "K-9" (which is a homophone of canine) in some areas, is a dog that is trained specifically to assist police and other law-enforcement personnel in their work. The most commonly used breed is the German Shepherd, although now Belgian Malinois are also fairly popular dogs to use.

In many jurisdictions the intentional injuring or killing of a police dog is a felony,[1] subjecting the perpetrator to harsher penalties than those in the statutes embodied in local animal cruelty laws,[2] just as an assault on a human police officer is often a more serious offense than the same assault on a non-officer. A growing number of law-enforcement organizations outfit dogs with ballistic vests,[3][4] and some make the dogs sworn officers, with their own police badges and IDs.[1][5][6][7] Furthermore, a police dog killed in the line of duty is often given a full police funeral.[7][8][9]

Some breeds are used to enforce public order by chasing and holding suspects, or detaining suspects by the threat of being released, either by direct apprehension or a method known as Bark and Hold. German Shepherd Dogs and Belgian Malinois are most commonly used because of their availability (see List of police dog breeds); however other dog breeds have also contributed, such as Dutch Shepherds, Rottweilers, Boxers, Doberman Pinschers, Giant Schnauzers, American Pit Bull Terriers, and American Staffordshire Terriers.

Search and rescue dog (SAR) - This dog is used to locate suspects or find missing people or objects. Bloodhounds are often used for this task.
Detection dog or explosive-sniffing dog - Some dogs are used to detect illicit substances such as drugs or explosives which may be carried on a person in their effects. In many countries, Beagles are used in airports to sniff the baggage for items that are not permitted; due to their friendly nature and appearance, the Beagle does not worry most passengers.[10]
Arson dogs - Some dogs are trained to pick-up on traces of accelerants at sites of suspected arson.
Cadaver dogs - Some dogs are trained in detecting the odor of decomposing bodies. Dogs' noses are so sensitive that they are even capable of detecting bodies that are under running water[11] Pioneering work was done by Dr. Debra Komar (University of Alberta) in Association with the RCMP Civilian Search Dog Association[12] in this area. The result was the development of training techniques that resulted in near 100% accuracy rates.[13] Her research has been published in the Journal of Forensic Anthropology.

==SPECIAL OPERATIONS COMMAND RANKS==


Since the inception of Special Security Division, we recruit freely from any extant branch or division. We recognize all titles of rank currently in use in MFI, though we utilize the Marine form of address (thus, a Force Captain of naval branch would be referred to as Force Colonel), but our rank insignia is standardized as the "maroon" SSD designs. The rank insignia is listed elsewhere, and will not be repeated here. Hidden members of the SSD (ie: Shadow Guard) should wear the rank insignia and communications device of whatever primary branch they belong to or the black rank insignia with the Standard SSD Comms Badge.

===Zone 9: MFS Aurora Memorial Day 2013 Activities===

I just have to share this with you, like any proud Commanding Officer would do. :) I hope it will hearten you to see just what MFI has inspired in the people I call my closest and dearest friends, who have helped me make up the crew of the MFS Aurora, her 577th Firebirds MFMC Unit, 901st Tactical SSD Team and 979th VSA SOC Warbirds. 

What these guys did for the latest event, the Memorial Day Defensive, was what I consider amazing. Together, they discussed their plan and approached the local Red Cross branch in our town, asking how they could help. Currently, the Red Cross is conducting a census survey and analysis to find out which communities throughout town would benefit most from free "hands only" CPR certification classes. 

Taking the town map and dividing up the grids, they went door-to-door (in uniform) through 6 of the 8 sections of town to ask residents if they had been or are currently certified, offered information for those who were not or were interested in renewing, and questioned if they would consider becoming CPR certified if a free class were offered in their area. They also went a step further to ask if there were a community center or local facility that people thought might be willing to hold such a class. 

There were some people who offered donations to the Red Cross, in first-aid items and monetary funds (personal cheques totalling $115) that the crew delivered to the branch office along with their information, once they were finished. 

Major Burlew and her crack team of Firebirds had a great run, last weekend and through the rest of the week. They managed to work with three charities, doing a number of wonderful things for the community and our fallen heroes. 

The first, they worked to raise awareness and donations for the Fallen Fire-fighters Memorial Fund, the Firebirds managed to hand out 128 of 150 fliers that told families about the fund and what to do in case of fire or other household emergencies. And collected a total of $380.26 for the fund. SSGT Howard Agnew, 1st LT John Hartman, 2nd LT Lynda-Marie Hauptman and 2nd LT William "Chet" Plant participated. 

The second was tending to service and companion animals for a day, doing dog (and cat) grooming and washing. They also managed to get a local area veterinarian to come and do a quick check-up on the animals for a few hours, too. Price of this service was $2/animal with all proceeds going to the SafeHarbor Pet Foundation, where service, companion and Military/Civil-Service animals are adopted and trained within our local community. Other donation goods were also collected for SafeHarbor Pet Foundation, such as food, litter, potty and bedding mats, food/water bowls and pet toys. 6 2x3 size boxes of goods were collected, along with a total of $130 for the foundation. Participants were SSGT Howard Agnew, LCPL Tasha Burlew and PVT Mike Stahl. 

The third group to take part in Memorial Day events was to meet at Fort Lewis Memorial Park (Cemetery) to place flags and flowers on the gravesites of servicemen and women who have made the journey to the Undiscovered Country. Working with other clubs and organizations, they laid more than 240 bouquets of flowers and placed 282 flags throughout the sites of the Memorial Park. MAJ Juanita Burlew, MCPT Ander Burlew, 2nd LT Chet Plant, LCPL Tasha Burlew and PVT Mike Stahl participating. 

And finally, our SSD and Naval team working independently, and in a group.
SSD CPT Teona Bisson, along with family members, took it upon herself to get her local community to take notice of the Victoria, BC CAN police/mounty Bicycle Patrol. They went around their town on bicycles, collecting donations and passing out brochures to tell about what the Bicycle Patrol does, how it operates and just how the community can be involved in helping these first-responders out. In just one day, the group had run out of the 1000 brochures made, and collected not only $300CAN, but also 9 cases of bottled water for three of the relief stations located in Victoria's outer regions. 

2nd LT Rita Junnila - who moved to Finland this last year after getting married - took the opportunity to visit the Historic Museum there, where she discovered their local Polis are in charge of traffic enforcement, while the NBI (National Bureau of Investigation) is in charge of local and domestic crimes as well as the larger ones that affect the nation. With this knowledge, she spoke with me and we devised a plan for her to be able to work with some of the local area coffee shops and bakeries - because what good cop doesn't like coffee and doughnuts!?! - to give them a free drink and/or single-serving baked good if they showed their I.D. (retired, or active). 12 of the businesses in the area agreed to this form of support for their crime-fighters, which also drew in record numbers of other patrons to also also their support. This event was so successful, Mrs. Junnila has been asked to help initiate it (and other activities) in the future, for such hard-working civil servants. 

1st SGT Christian La Fleur ended up working the holiday, but he was able to convince his local area store (He works for Walmart) to donate 1500 small flags to local clubs and charities to place at grave sites in the local cemetery, and also coaxed them to give out $50 gift cards which he was then able to deliver to each Fireman and EMT member for the five firehouses in the town of Casper, WY where he currently resides. 

GSGT Diana Coyle took the day to pay respects with her family, as her Grandfather had served as an MP in WWII, but also a police officer once the war was over. But, she worked diligently with the rest of the team and her employer (Costco Warehouses of Kirkland WA) to donate soda and pizzas for sale at street corners along the route of the Seattle Memorial Day Parade, with all proceeds going to the Fallen Police Memorial Fund. Each of the following members worked one of these stands along the route, raising a total collection of $2100 before, during and shortly at the conclusion of the parade event.
