Ladies and Gentlemen, most of you know me. For those of you who do not, I am Commodore Alan Tetsuhara, Chief of Operations Special Operations Command.

We’ve just decoded the mission reports from SEALS Team 5, along with all of the sensor logs on Havaris.

The situation is pretty bad. Team 5 was able to link up with a group of planetary militia shortly after checking out the Haven settlement; this is the main settlement on Havaris and was predominantly Bajoran in populace. There was evidence of Cardassian and Breen weapon damage throughout the settlement and quite a few dead settlers.

Team 5 notes an extreme level of brutality used on the victims. This attack was fast and violent.

The SEALS met up with a platoon of militia shortly after leaving Haven, who showed them several locations where the surviving settlers are being used as slave labor to mine different materials.

Please note that past surveys have shown only small amounts of dilithium, latinum, tritanium, and various gems, nothing deserving a large scale mining program.

It appears that the settlers have been mining these minerals on a small scale and using them to trade with Ferengi for supplies.

The SEALS Team also notes that there is a very high concentration of Breen regular troops on the ground; estimates are as high as six to ten thousand Breen not including the Cardassian presence, which seems to number over one thousand.

Sensor logs show a large fleet of Breen and Cardassian troop transports, freighters and, a fleet of starfighters numbering well over one thousand.

And to top it all off, the SEALS have discovered that there is a group of Bajoran cultists involved with the Cardassians on Havaris. These cultists follow the Pah-wraiths of Bajor. This particular sect of the Pah-wraith cult deals in human sacrifice and many other unspeakable things.
