I found this on the net and according to what I read it was designed as new phaser rifle for the Star Trek series. The design was of the rifle was an attachment to a type 2 phaser but it was dropped when the Type 3 phaser seen in the movies was made. I think it looks like the 24th century version of a shotgun.
