Authorization Order 3019 - Memorial Resolution - Captain Matthew Brooks

WHEREAS, The International Coordinator serves as Commander-in-Chief of the Force; and

WHEREAS, Captain Matthew Brooks was Commanding Officer of former MFI Chapter MFS Resolute; and

WHEREAS, The Coordinator Council and Membership was saddened to hear of the Captain's passing on 13 May 2009; and

WHEREAS, The IC wishes to honor Captain Brooks appropriately and officially as mentioned by VADM Steve Lackey in the prior week.

NOW THEREFORE, I, Samuel S. H. Cummings, pursuant to the powers vested in me as International Coordinator and Commander-in-Chief of Maquis Forces International, hereby ORDER the following:

1. Declaration of Week of Remembrance.

• The week of 18 May 2009 shall be an official Week of Remembrance in celebration of the life of Captain Matthew Brooks.
  

2. Flags at Half Staff.

• Residences and vessels of all Maquis Forces International of members flying flags are requested and if able; directed to, within local guidelines, to lower their flag to half staff position during the week to remember and celebrate Captain Matthew Brooks. Flags being flown at Half Staff should be raised to Full Staff position briskly for a moment, then slowly brought down to Half Staff. To retire the flag from Half Staff, the flag should be raised to Full Staff for a moment, then slowly lowered for retiring.
  

3. Invalidity of any part of this order shall not effect the remainder of this order.

4. This order is effective immediately upon filing.
