[a.] Introduction
Hail fellow Rihannsu, those with even a hint of Rihan blood, and friends of the Rihannsu within the MFI! As Rihannsu and members of the Maquis Forces International, Romulan Legions, there are a few matters that you need to be aware of.
• In the Empire we answered to the Imperial Praetor, the Continuing Committee, and the Imperial Senate. While we are serving as a part of this Maquis Romulan Legion, we will serve at the behest of the International Coordinator, and the Command Council of the MFI.
• We serve the Maquis in many ways, but in general we of the Romulan Legion shall work as the eyes and ears of the Maquis. We shall work alongside the Maquis security forces (SSD/SOC) and help to eliminate any threat to the Maquis, its leadership, and its people.
[b.] Maquis Romulan Legion Organization
From the smallest unit to the largest task force, the Romulan Legions protect and serve the Maqius. Members may be single units stationed on board a starship or outpost, to entire teams that staff their own ship or outpost. Standard MFI naval or marine ranks will be used, while some may prefer to use the following Romulan military ranks.
(Note: italicized ranks have no MFI Equivalent, and are listed for only reference purposes)

[c.] Units of the Romulan Legions'
The foundation of the entire Romulan Legion is the individual Romulan.
• Individual Romulan /Legionnaire (Rei'karanha) - Members of the Legion fall into one of two general categories as individual soldier: Active Duty or Reservist.

o Active Duty - An Active Duty Romulan participates in MFI only as a Romulan and they are known solely by their task force rank. These members use their Romulan (Rihan) name, rank, and position in all official functions, forms, and written documentation. Only Active Duty Legionnaires will be permitted to hold official rank in the Legion’s command staff.
o Reservist - A Reservist is a 'sometimes' Romulan. They sometimes use a legionnaire’s rank and uniform. They could participate in their chapter as a Romulan but be naval or marine officer otherwise.
• Legion Detachment (Khellrea) - The basic unit of the Romulan Legion is the cell, group, or chapter.
Detachments may be classified as brigades (Khellrea’hauol'niykmar), battalions (Khellrea’lhanntho), or companies (Khellrea’lhanmei).
o In the case of an all-Romulan chapter, this can be a ship, station, fighter squadron, etc. In an all-Romulan chapter, the commanding and executive officers may double as the Commander and Deputy Commander, respectively, or appoint others. An MFI Chapter that is entirely or named to be Romulan use the Ship or Station Designation of MRV (Starship) MRS (station/outpost).
o A Romulan detachment on board a non-Romulan vessel is commanded by the senior legionnaire in charge, who in turn reports to the Commanding Officer of the vessel, or in the case of a singular unit, that officer reports directly to the vessel’s commanding officer. This would be the case of a Legion Liaison.
o The Patrol/Wing Commander (Ael'Riov) would either serve as or appoint a liaison to the Zone Coordinator. Each state within the patrol is a battalion (Khellrea’lhanntho).
• Legionnaire Council (seiHehllirh) - The Legionnaire Council assists the Commander of the Legions in the administration of the MRL. Key staff positions are noted in the Staff section.

[d.] Staff
Below are listed key staff members and a brief description of their duties. Legionnaire Council positions are as noted within the descriptions.
• Legion Commander (Khellrea’riov) - Reports to the MFI Chief of Staff, and is the top of the Legion’s Chain Of Command. He is responsible for the Romulan Legions as a whole.
o The Legion Commander:
 Presides over the Legionnaire Council.
 Acts as liaison between Maquis Forces and the Legions.
 Approves/disapproves recommendations of the Legions’ Command Staff.
 Works with MFI Zone Coordinators in appointing Legionnaire Liaison Officers in each Zone.
 Appoints all members of the Command Staff.
 Forwards to the MFI Coordinator Council his own recommendations for promotion of Romulan personnel to the rank of Brigadier General/Commodore and above.
 Reports to Maquis Forces International through its various publications what is happening in the Romulan Legion.
o The Legion Commander is responsible for ensuring that the Legion functions as a Romulan based organization within the parameters of the MFI as a Special Interest Department (SID). On all internal RL matters the the LC is the final word and final policy maker of MRL, as the IC is the final word of the MFI. Should MFI and MRL policy differ, the LC must set the example, by deferring to MFI policy.

• Deputy Commander (erie’Khellrea’riov) - Is the LC’s right hand and is the second in command of the Romulan Legions.
o Duties include:
 presides over the Legionnaire Council in the LC's absence.
 Is responsible for the smooth operation of the organization as a whole.
 Assists in the administration of special Legionnaire programs.
 Represents the club as a whole to the international community and to other fan clubs.
 The LDC shall properly assist the LC, general staff, and members at large.
 Properly advises the LC(especially in areas of MFI Constitution, MFI Handbook, and Legion procedures) to prevent breaches of protocol.

• Senior NCO of the Romulan Legions (khre’erien) - The senior Enlisted Advisor to the LC.
o Duties include:
 Acts as an advocate for enlisted members of the MRL.
 Develops the Enlisted chain of support by recruiting and retaining NCOs.
 Advises the LC and the Legionnaire Council in regards to NCO needs and views.

• Chief Of Legion Operations (Daise'ifvelh'Saehne) - Third in Command of the Romulan Legion, the Chief of Legion Operations acts as a Chief of Staff and Head of the Legion’s Computer Ops Department.
o Duties include:
 Responsible for the Legion’s website and its condition.
 The leaders of special Legion missions report to this individual.
• Training And Indoctrination Command (Phi'lasasam Saehne)- Responsible for establishing the fictional universe for the Romulan Legion.
o Duties include:
 Is responsible for developing materials and programs for the Romulan College of the Maquis Academy.
 Responsible for developing the Legion's doctrine (the way in which the Legion would intend to conduct operations in the Trek future, including acting as Quartermaster).
 TRAINDOC invents and develops equipment, organization, strategy, and tactics to complete the indoctrination program of the Romulan Legion.
 Trains members in the Legion’s Indoctrination program.
 May also recommend and approve 'Romulan Legion College Instructors' to administrate development and training issues particular to the Legions.
 Approves Legion unit names, symbols, etc. This will prevent duplication of symbols and the like to ensure each cell and detachment is unique.
Other offices will be named as necessary.
[e.] Uniform
Below are listed the accepted uniforms of the Romulan Legions in order of precedence. Some form of uniform is required when representing MFI in ANY official manner.
• Standard Duty Uniform:
o Any style of traditional Romulan uniform
 Navy- Grey Tunic with Black Pants/Skirt
 Marines- Black Tunic with Black or Grey Pants/Skirt
o Maquis Forces International Duty Uniform (any style)
o Starfleet Issue Duty Uniform (TNG/DS9/VOY)
o Maquis Forces International Official T-shirt with Black Pants
o Black Long-sleeved shirt with black pants

• Dress Uniform:
o Any style of traditional Romulan dress uniform (a modified civil war officer’s jacket pattern works well.)
 Note: A Black or Grey Duster (depending on Branch) may be substituted as well.
o Standard Issue BDU (Battle Dress Uniform) - these can be purchased fairly reasonably at any military surplus store or online.
 Navy- Grey BDU Jacket with Black or Grey BDU Pants
 Marines- Black BDU Jacket with Black or Grey BDU Pants
o Maquis Forces International Dress Uniform (Any Style)
o Starfleet Dress Uniform
o Maquis Forces International Flight Jacket with Black Pants
