The Vendetta entered service during the Dominion War, and went through a rapid development and deployment phase in the opening months of the war. Until the outbreak of hostilities’ the Vendetta program was delayed due to continued debates over the role of fighter in Starfleet.  Heavy losses in the opening of the war spurred Starfleet to approve and prioritize the program in 2372. To Starfleet’s surprise the plans were gone. The Maquis had a spy in R&D steal any potential designs beneficial to the Maquis.

The Vendetta is loosely based on an aerowing design, which is suitable for limited atmospheric flight. The smoothed aerowing surface encases the twin warp nacelles and impulse engines.  The cockpit incorporates features similar to a standard shuttlecraft, with additional mission specific equipment, and the incorporation of a manual steering column. The cockpit also incorporates an emergency transporter system for the flight crew.

|div align=left valign=top|Arrow Class Runabouts utilize the same [[Runabout#Modules|"modular"]] construction in regard to interior makeup.  They are compatible with standard Starfleet multi-use compartment modules and are much easier than even the conventional Runabouts being that the warp engines and wings feature a "gull" design which swing open for easy access to the interior.<br><br>
 
The compartment modules fit neatly inside and lock into place for optimum refit capability.  The Arrow class is slightly longer than the standard Danube.  This affords a somewhat roomier cockpit area, more work stations, and a larger crew complement.
