This edict advises on the uses of edicts. Where, When and How they should be used as well as what edicts actually are.
Edicts are Divisional Orders authorized and passed by the Head of the Division, which is usually the Division Commmander.
Lately, Administration has served as the one ruler of the Division, which we don't want.
As such, this edict lays down where to and where not to use an edict.
Promotion:
Edicts should only be used for promotions to Captain and above. With this, the "Commander" policy is still maintained whereby Commanding Officers should seek the permission of a Flag Officer to make promotions above the rank of Lt. Commnader.
Edicts should also be used for appointment of Commanding Officers and Co-Ordinator positions.
