Summary
The idea behind this concept is to have programs that give a member a certification beyond just a single course. These would be academy wide, and may require courses to be taken from multiple colleges. Proboly would create a position to keep track of who is where on what degree, once someone enters a program, they could show previous completion of some of the required courses, while they would be tracked while they complete courses.
Degree Types
Certifications
These will be simple to complete, sometimes just a single course. You shouldn't need to get much general education in order to get these, these should simply be available by completing either a single course or a set of courses.
Aviation wings would definitally fit in here.
Bachelor's Degrees
This will be a more general degree, it should require a general basic understanding in a variety of topics with an emphisys in a specific area.
Masters's Degrees
This will be more specialized in an area, should be advanced comprehensioin in that area.
Doctoral Degrees
I'm not sure where to go with this part... maybe simplify somewhere else? Given a wild immagination, I would say this would be equivilient to a real life certification from an accredited college... but that seems way to far from the fun part of the Academy.

Rank Requirements

At some point we might set up promotional pre-reqs for some of the rank advancements. For example [throwing an idea together] for Force Captain eligability we might require multiple command college courses; entry level courses in medical, engineering, compsci, aviation, spec ops, intell, etc; a minimum of three months service at zone level or higher; six articles submitted to BadLands; and maybe 20 hours of community service. Once complete, he/she would be qualified for promotion once nominated and approved. <NOTE this is JUST a brainstorm idea, not a polished proposal...>
