Department Edicts are orders and laws within the Department which the president publiscises and uses to control the department.

The new position edict is in place
Commanding Officer's must hold rank Captain or above in Sim
Executive Officer's must hold rank Lt. Commander or above in Sim
Department Head's must hold rank Lieutenant or above in sim
The Branch President holds rank Force Admiral in sim
The Branch Vice President holds rank Admiral or equivalent in sim

In line with Edict #1 effective immediately Razwana Bhatti is promoted to the Rank of General in sim and assigned all the priveleges that may come with it.
Also in line with Edict #1 effective immediately Christopher Huff is assigned Chief Science Officer: MFS New Voyager and promoted to rank Lieutenant in sim
